Study On Problems And Countermeasures Inthe Implementation Of Rural Public Culturalservice Policies In Wanzhou District

With the rapid development of economy and society,the culture has become an important symbol to measure a country's soft power.The sixth plenary session of the seventeenth central committee of the communist party of China,proposing that build China into a cultural power,cultural development was mentioned to the national strategic height,and put forward the goal of building a modern public cultural service system.Due to natural conditions such as terrain and relatively backward economic development,social conditions of the limitation of the rural public cultural service are currently the emphasis and difficulty in construction of public cultural service system construction,especially in the coming to build a well-off society in an all-round way,vigorously develop rural public cultural service,promote to effectively implement the policy of public cultural services in rural areas,promote the great development of socialist culture prosperity,is also shared the development of socialism with Chinese characteristics,the strategy of rejuvenating the implementation of the country.The research object of this paper is the policy implementation of rural public cultural services.Wanzhou is the specific research area.It focuses on the analysis of the problems existing in the implementation of rural public cultural services policy from the perspective of policy subject,because the policy subject is the most important part of discourse in the whole policy implementation process,which is the key to the success or failure of policy implementation.Aiming at the whole process of “implementation preparation-policy Implementation-Implementation feedback” of rural public cultural service policy,this paper constructs an optimization model of rural public cultural service policy implementation in Wanzhou District,with a view to improving the effectiveness of policy implementation,optimizing the allocation of public cultural service resources,and effectively safeguarding the rights and interests of farmers in public cultural service.There are six parts in this paper.The first part elaborates the research background and significance,the research status both here and abroad,research ideas and methods,research contents and innovations,using literature research,data analysis,field surveymethods to carry out research on this paper.The second part is the core concepts and theoretical basis.It explains the key concepts of “public cultural service”,“public cultural service policy”,“policy implementation”.It also elaborates the connotation of the theoretical basis of “policy process theory”,“new public management theory”,“effective demand theory”,“public governance theory” and the guidance and reference to this study.Emphasis is placed on the implications of the Edwardian policy process model and its applicability to this study.The third part is the analysis of the effect of policy implementation,which includes the content,subject,platform and process of policy implementation.The fourth part is the analysis of problems and reasons.The main problems are the deviation of policy implementation,insufficient enforcement,poor information in the implementation process and single means of policy implementation.In-depth analysis of its causes,the implementation of the main idea of cognitive inadequacy,low professional competence of the main body,the implementation of the process of supervision is not in place,lack of targeted policy publicity channels,implementation organization development is not sound.The fifth part is to optimize the policy implementation of rural public cultural services in Wanzhou District,and put forward countermeasures and suggestions according to the existing problems.We should strengthen the construction of the main body of policy implementation,actively change ideas,strengthen communication and communication among the main bodies,and improve the comprehensive ability of the main body of policy implementation,optimize the allocation of resources for policy implementation,strengthen the training of professional and cultural personnel,and integrate the information resources of policy implementation,actively guide the preferences of the main body of implementation,improve the system of accountability of the main body,and strengthen the supervision system of the implementation process,and improve the policy implementation team.Organizing construction,improving the execution organizational structure,defining the distribution of powers and responsibilities of the main body of execution,promoting the diversification of means of execution,and improving the quality and efficiency of the implementation of rural public cultural service policies.The sixth part summarizes the paper,draws the research conclusions,points out the deficiencies of this paper,and puts forward the research prospects for the future implementation of rural public cultural service policy.
