Since the 21st century,with the significant improvement of China's comprehensive national strength and international status,China's road and China's model have attracted worldwide attention.Thus,the "Chinese Modern Academic Masters Series",represented by Bureaucracy in China,emerged as the times requireThis project is one of the subitems of Chinese Academic Translation Project of the National Social Science Found of China.As a team member of the project,the author undertakes the translation work of chapter six and seven,titled"Bureaucracy and Confucianism" and "Bureaucracy and Aristocracy"Bureaucracy in China is the first work to systematically analyse the traditional bureaucracy of China with the methods of Marxist science.As an economist,the writer of the book,Wang Yanan,comprehensively illustrates his understanding of the superstructure and the bureaucratic political form of the feudal landlord economy Bureaucracy in China is a typical non-literary text.However,in China,the unbalanced tendency has shown in the development of translation studies.A large number of studies focus on the translation of literary texts,while the non-literary texts cannot attract that much attention.Besides,based on the consideration of the factors of economy,culture,politics and history,Toury's translation theory of norms is adopted to analyse the examples in this report.Toury's theory concludes three types of norms,preliminary norms,initial norms and operational norms.Specifically,preliminary norms are the first one involved in translation practice,referring to the norms that influence the choice of the source text,including translation policy and directness of translation.Initial norms refer to the tendency of the translation:if the translation is of subjection to source norms,it is regarded as "adequacy";if the translation subjects to target culture norms,it is regarded as "acceptability"Operational norms are divided into matricial norms and textual-linguistic norms in detail,respectively referring to the integrity of the translation and the discourse features at the micro level.Through the theoretical structure,the author takes the readability and acceptability into account and analyses the specific application of translation strategies at different levels,such as addition,omission,conversion,inversion,voice change,etc.,expecting to improve the quality of the translation work.In conclusion,Toury's translation theory of norms can be applied to the translation of non-literary texts.The three norms affect the specific decision-making of translation from the macro level to the micro one.
