In today's world, immigration has already become a global phenomenon.People immigrate in order to survive and/or seek a better way of life. The Economic and Fiscal Consequences of Immigration, coedited by Francine D.Blau and Christopher Mackie, was published by the National Academy of Sciences(NAS)in October,2016.It is divided into ten chapters;starting from immigration trends and patterns in America from the perspective of history,it mainly assesses the impact of immigration on economic and fiscal outcomes for the United States by various measurement methods;the book also sums up some experience and lessons in immigration governance of the United States. The translator chooses the sixth chapter of the book as the source text of this translation practice. This chapter focuses on the consequences of immigrants on production, consumption and economic growth in America.Through translating this part of the book, the translator expects that the phenomenon of immigration can be better understood by Chinese people, and some insights for Chinese policy-makers and relevant experts could be given to solve such problems as immigration policy assessment and resettlement management system of international immigrants. On the basis of the three rules of Skopos Theory as guidance, the translator analyzes some typical examples on lexical, syntactic and discourse level;the analysis involves the use of translation methods. The skopos rule requires the consideration of acceptability for target readers and thus the expected results of translation can be achieved. The coherence rule aims at achieving intra-linguistic coherence between the target text and the source text, that is,the target text is readable to readers of the target language. The fidelity rule requires ensuring inter-lingual coherence between the target text and the source text, that is,the translation should be faithful to the original text. The methods of applying equivalents and interpretation, amplification, omission and conversion of part of speech are taken on lexical level, with the skopos rule and fidelity rule serving as the guiding principle. With guidance of the skopos rule and coherence rule, methods used by the translator are combination, division, regrouping and conversion of voice on syntactic level. The discourse level focuses on two translation methods:reference and lexical repetition, guided by the skopos rule and coherence rule.Through this practice, the translator has learned about related economic knowledge about immigration, and mastered some translation methods under the guidance of Skopos Theory—these are rewarding experiences for the translator and have laid a solid foundation for future translation work.
