The report of the 19 th National Congress of the Communist Party of China emphasized the importance of agriculture,rural areas,and farmers for national economy and people’s livelihood and,for the first time,proposed the strategy of rural revitalization.Rural cultural revitalization,as a very significant part of rural revitalization strategy,will place more demand on public cultural services in rural areas.In addition,the need to improve the level of public cultural services in rural areas has also been repeatedly stressed in China’s “No.1 Central Document”.High-quality rural public cultural services cannot only enable the best of our rural culture to pass down and grow,but also help to create among rural residents a harmonious atmosphere that promotes civility and integrity.However,restricted by the urban and rural binary system,our rural areas are left far behind in providing public cultural services,thus posing a negative impact on the development of urban-rural integration.Taking Luoling Town,Anqing City as the research object,this study,a study based on literature reviews,interviews and questionnaires,by drawing on the theories of public product,new public service and Maslow’s hierarchy of demand,attempts to conduct an in-depth analysis of the current situation and the existing problems of Luoling’s rural public cultural service supply as well as the underlying reasons behind those problems.It is found that there is a mismatch between supply and demand in Luoling’s public cultural services,which is manifested in the low quality of the supply of cultural services,the poor motivation of entities other than government departments in supplying public cultural services,the weak participation of rural residents in public cultural services,and the shortage of high-quality cultural service personnels.The main reasons for these problems are poor channels for expressing the needs of supply recipients,imperfect supply funding and incentive mechanisms,insufficient public cultural supervision and publicity,and lagging supply personnel training and management.In response to the above-mentioned problems and reasons,this study proposes corresponding solutions,which include optimizing the content and form of rural public cultural service supply,building a diversified supply mode of rural public cultural services,establishing a comprehensive channel to listen to rural residents’ needs for public cultural services,strengthening the training for capable personnels in rural cultural services,and encouraging more entities to join our government departments in providing high-quality rural public cultural services.It is hoped that this study can offer some insights into the research of the public cultural services in other rural communities and promote the culture development in Chinese rural areas. |
