Research On Uploading And Feeding Back Of Local Disaster Information In Song Dynasty

As a disaster prone country,the central government of the Song Dynasty formulated a set of relatively complete disaster preparedness,response and relief procedures.However,in the process of disaster relief,it was the premise for the subsequent relief work to collect a wide range of disaster relief information and bring all kinds of disaster information into the control of the government.At the beginning of the disaster,the grass-roots government obtained the disaster information and uploaded it to the central government level by level.Through the steps of the grassroots people suing the disaster,the grass-roots government inspecting the disaster situation and copying the affected population,the court completed the preliminary consultation on the local disaster situation;The cultural development of the Song Dynasty,rumors,proverbs,poetry and other non official information channels also promoted the spread of disaster information to the central government.The collection and screening of these disaster information will help the local government and the central government to accurately analyze and judge the local disaster situation,effectively guide the disaster relief work in the disaster area,and improve the efficiency of disaster relief.Through the talks between the emperor and the ministers and the minister's advice,we can know the understanding and views of the emperor and his ministers on reporting the disaster,verify the correctness of the information,get the initial feedback of the local disaster situation in the central government,formulate the basic disaster relief policy,and explore the disaster relief thoughts of the emperors and ministers in the Song Dynasty;After the central government discussed the disaster situation,by exploring the channels and media for disaster relief measures to reach the local people,we can understand the main ways for local and grass-roots people to obtain the central edict,the rulers of the Song Dynasty also noticed the malpractice in the process of disaster transmission and tried to restrain the local officials and the people with laws and regulations to avoid the appearance of false information,officials and people always get the opposite of what one wants for their own interests.Taking the transmission of local disasters as the center and taking the temporal and spatial changes in the process of transmission as the characteristics,this paper studies the collection of local disasters in Song Dynasty and the central government's announcement and feedback of disaster relief measures to the local government.It is the whole process of exploring the local disaster upload and government feedback in Song Dynasty,and also the process of the interaction between the central government and the local government through the disaster situation,and the process of the rulers to understand the achievements of local officials and improve the official management system.
