Disaster, as a uncontrollable factor,runs through the whole process of human historical development, it derives from the natural variation, accelerates in mankind irregular activities and results in the human normal production. The existence of disasters deteriorates good natural environment,breaks the social economic development,even demolishes human district civilizations.The ecological environmemt of the western region of Inner Mongolia in Qing Dynasty is very weak, the two destructive forces of the artificial factor and natural factor cause the consequent disasters in this region.As the defence of Qing Dynasty, it is very important to keep the development and stability of this district.Therefore, Qing Dynasty had been attaching important to the whole region of Inner Mongolia very much.Considering from natural disasters of Inner Mongolia western region and disaster-policy in Qing Dynasty, this thesis studies mainly disasters of northern frontier region and anti-disaster policies of Qing Dynasty. At the same time, on the base of these, to deeper understand the rule essence of power agency of Qing Dynasty to the region of Inner Mongolia.
