With the improvement of China's comprehensive national strength,education plays a more and more strategic role in improving the national competitiveness,and China also pays more and more attention to the construction of teachers.Through sorting out the national education policy,as well as studying the series of important speeches and major national decisions made by General Secretary Xi Jinping in the past ten years,we find that improving the quality of primary and secondary school teachers in an all-round way and to build a middle-quality professional and innovative team of teachers are the country's hope and the goal of all teachers'.However,the professional development of foreign language teachers is not optimistic,and there are still some problems,such as weak ideas,not active actions,unclear professional development goals,and tired of dealing with teaching and research activities.In addition,in the process of research,it is found that action research contributes to the development of foreign language teachers and the improvement of teaching quality,but it is more applied by college foreign language teachers to solve specific problems in teaching,less applied to junior middle school English teachers,and the research results are few.Therefore,how to help junior middle school English teachers make better use of action research for professional development has become an urgent problem to be solved.This paper based on the original mode and characteristics of action research,expounded the significance of action research on the professional development of foreign language teachers,combined the "Professional Standards for Middle School Teachers(Trial)" and "Compulsory Education English Curriculum Standards(2011 Edition)" as well as the research results of various scholars,and made a detailed arrangement of the professional idea,professional knowledge,professional ability,professional self that junior middle school English teachers should have in their professional development,and taking it as the ultimate goal.This paper constructed a new conditional double-cycle model of “Goal Assumption-Goal Analysis-Stage Objective-Plan Formulation-Action Record-Strategy Adjustment-Stage Summery”,as a new model of junior middle school English teachers' professional development,which is detailed the application steps of the new model and its matching with the content of teachers' professional development are explained.The research showed that the new model of junior middle school English teachers' professional development based on action research can help teachers grasp the overall direction of professional development from the macro perspective,solve the difficultiesencountered in professional development and overcome the shortcomings of their own professional development in stages from the micro perspective,and make action research more rigorous,so as to help junior middle school English teachers better achieve professional development and become high-quality professional and innovative people's teachers.
