A strong teacher must first strengthen teaching,A strong teacher must have a strong foundation,A good foundation is a good governance.In this paper,based on the theory of new public management,new public management theory advocated by the goal orientation,"t" guide,responsibility orientation,public service oriented,incentive oriented five concept,and combining with the junior middle school English teachers' professional development policy required professional knowledge,professional ability,professional quality,ethics,strengthen the ideological and political literacy theory analysis;On the practical level,this paper USES the methods of literature analysis,questionnaire survey and on-site interview to make an empirical study of W district in Chongqing,analyzes the influencing factors and existing problems of junior middle school English teachers' professional development policies from the perspective of new public management,and constructs a five-dimensional model of junior middle school English teachers' professional development.From the three dimensions of goal-oriented,problem-oriented and theory-oriented,this paper puts forward the policy Suggestions of government,school and teacher.The policy formulation of improving the government's educational governance ability focuses on: referring to the five concepts of new public management to improve the government's educational governance ability;From the system design to enhance the political status,social status and professional status of teachers;Give play to the leading role of politics and deepen the organic integration of party building and educational governance.The policy making of improving the supply capacity of school education focuses on: innovating the professional development path of junior middle school English teachers with the new public management concept;With the help of the five-dimensional model of the professional development of junior middle school English teachers,the supply capacity of education can be improved.We should give full play to the adaptability and best effectiveness of the new public management concept and improve the sustainability of the professional development policy for English teachers in junior middle schools.The policy formulation to improve the professional development ability of junior high school English teachers is as follows: to improve the professional development awareness of teachers with the guidance of the five concepts of new public management;With the guidance of "teacher-based",improve teachers' professional cultural knowledge;Improve the professional skills of teachers by means of the "goal" oriented concept;With the guidance of "public service",improve the professional quality of teachers;Based on the concept of "responsibility",the sustainable development path is established.
