Originating from the West,the government's public management reforms in the United States and the United States,the government's "customer satisfaction evaluation" paradigm in the private sector operating model,borrowed from the public management department's operations,subversively promoted the public-oriented The establishment and development of the “Public Service Satisfaction Evaluation System”.Perhaps the original democratic foundation of the West has its laws of development.In fact,the end of the "Cold War",the reform of the government's public administration represented by the United States and the United States has been quite successful,and the world's influence is broad and far-reaching.The social public management performance of the "two camps" in the world is in stark contrast.The public administration reforms in the United States and Europe have produced great results,which made our reformers recognize the importance of social public management and gradually abandon the traditional social management methods.In the reform policy of more than three decades,the government reinterpreted the "people's consciousness" and worked hard to learn from the West to create a "service-oriented government" that conforms to Chinese characteristics.In the process of construction,the public's feelings of satisfaction with the public service ingovernment administration directly affect the quality of government's social public management and its sustainable development.The research and practice cases of public real experience as the goal of public management quality have developed more mature in the United States and Europe.While studying the advanced concepts and methods of the West,the Chinese government also considers China's specific national customs and folklore,making it a method for testing the quality of services in all areas of public administration in China.At present,in the promotion of Putonghua in China,the Putonghua level test project provided by the government has been held for 20 years.The scale of the project has grown continuously since the development,but the service level and quantity scale are not commensurate.The original traditional inspection service quality method has not been adapted.The current project operation and development needs,therefore,a more suitable test method is urgently needed.In this paper,the “public satisfaction evaluation model” method is borrowed from the public cultural service project of the Chinese government,namely“PUTONG HUA SHUIPING CESHI”(referred to as PSC,which will be denoted by PSC in the following),which It is responsible for the functional responsibilities of China's comprehensive language ability and quality,and also carries the mission of social human resource development and national cultural heritage.Therefore,under the new situation,how to promote the quality of PSC services and its sustainable development has become an urgent problem for the relevant functional departments of the Chinese government.Breaking through the quality of PSC services “bottleneck” is the current crux.It aims to explore the service quality of PSC,obtain the real feelings of PSC project service from the public,assist the government to accurately adjust and improve the quality of the service project,improve the allocation of resources,and make the PSC service quality break through the “bottleneck” and develop stably and steadily.Go on.Let more public participation in the standard use of Mandarin,and promote the original intention of the Chinese government to build a service-oriented government.Through the investigation of relevant personnel in the PSC test,we focused on the feedback from the PSC social test sites to the PSC service situation.From the relevant statistical data,we found that the social test sites participated in thepublic group's dissatisfaction with the PSC service,and made corresponding suggestions.In order to improve the quality of PSC services and promote their sustainable development,we will make suggestions.
