With the improvement of the level of social and economic development,the public’s public cultural service needs are showing the characteristics of complex structure and diversified types.The public expects the government to provide high-quality public cultural services.The demand for high-quality public cultural services is becoming stronger and stronger.The quality of public cultural services has changed.It is particularly prominent.In recent years,the party and the state have attached great importance to the development of public cultural services,and have repeatedly mentioned "improving the public cultural service system" in policy documents.For example,in 2011,the Sixth Plenary Session of the Seventeenth Central Committee proposed "improving a public cultural service system covering urban and rural areas,with a reasonable structure,complete functions,and high efficiency",and in 2013,the Third Plenary Session of the18 th Central Committee proposed "establishing a comprehensive cultural service center." However,the current public cultural service system in my country is in the "scale expansion" stage of development.It simply pursues quantity and speed,and lacks attention to the quality of public cultural services,especially the quality of public cultural services provided by local governments.This has affected the improvement of the public cultural service system and the construction of a service-oriented government that satisfies the people to a considerable extent.This situation must be changed as soon as possible.Therefore,it is of great significance to study the quality improvement of local government public cultural services.This thesis is guided by the policy spirit of the party and the state on "improving the public cultural service system",using public service theory and a combination of normative analysis and empirical analysis,based on the service quality evaluation model and field surveys under the three-dimensional subdivision of contact units.The information and data obtained have evaluated the quality of public cultural services of local governments,and put forward countermeasures and suggestions to improve the quality of services.
