With the improvement of the level of economy,the citizen's demands for public cultural services are complicated and diversified.The citizen' s expects that the government should provide high-quality public cultural services are becoming stronger and stronger,and the quality of public cultural services has become more protruding.In recent years,the party and the state have attached great importance to the development of public cultural services and have repeatedly pointed out in the policy documents that they should focus on the rural areas,implement key cultural projects for the benefit of the people,and improve the public cultural service system.The national macro-policy and local government micro-initiatives should promote and invest in public cultural services.What is the quality of public cultural services perceived by the public? How to improve it?In view of this,after analyzing the construction of the overall rural public cultural service system in Guizhou Province,the paper introduces the SERVQUAL perceived service quality gap model as a testing tool in enterprise management,then based on the existing five-dimensional 22 index system,combining the <2015-2020 National Public Cultural Service Guiding Standards> and the actual situation in Guizhou Province to form a specific indicator system to evaluate rural public cultural services in counties.In the cities of Guizhou Province,two national public cultural service demonstration zones and two non-demonstration zones were selected as the sample areas.After field investigation,the data which obtained from the sample areas were used for reliability and validity analysis,correlation analysis between quality and different dimensions,paired sample T test for perceived quality and perceived gaps in service quality.On the basis of data analysis,the paper explores the quality level and causes of various dimensions of rural public cultural services in counties.Finally,the gap between the larger dimensions and the indicator system is based on the publicvalue management theory.The government proposes the improvement of public cultural service quality by focusing on creating public values ??and expanding public participation to cultivate the public spirit.It provides a certain basis on how to improve the public perception of the supply quality of public cultural services in rural areas of Guizhou province.
