Study On The Supply Of Rural Public Cultural Services In Rapid Urbanization Area

In the new era of socialism with Chinese characteristics,the main contradiction of society has been transformed into "the contradiction between the people's growing needs for a better life and the unbalanced and inadequate development".Rural residents are more yearning for a better life with spiritual and cultural enrichment.The new era and new journey also put forward the requirement of "firm cultural self-confidence",and the construction of rural public cultural services is placed in a more prominent position.The rapid urbanization of rural areas is a special area in the development of rural public cultural services.Compared with the traditional rural areas,the rural areas in the rapid urbanization area are facing the rapid transformation of production and life style,the dramatic changes of population structure and spatial structure,so the contradiction in the supply of public cultural services is more acute and prominent,and has certain particularity.This also determines the significance of the research on the supply of public cultural services in the region.At present,the academic research on the supply of rural public cultural services is relatively lack of in-depth thinking about the transformation of rural urbanization.Less research involves the supply of rural public cultural services in the rapid urbanization area,and lessconsideration is given to the integration of local cultural characteristics in the content of the supply of public cultural services.In view of this,based on the new public service theory,cultural governance theory and public service supply theory,this paper attempts to build an analysis framework:put the demand of rural public cultural services at the center,surrounded by the supply content,supply mode and supply guarantee of public cultural services.Then,it further discusses the particularity of the demand for rural public cultural services in the rapid urbanization area,and analyzes the supply of rural public cultural services in the rapid urbanization area.Then,the rural areas of Changle district and Cangshan District in the rapid urbanization area of Fuzhou City are taken as the investigation areas to conduct empirical research.In general,the supply of rural public cultural services and the satisfaction of rural residents in Changle district and Cangshan District are good,but there are still some outstanding problems,including:(1)the content and form of public cultural services are not rich enough.(2)The main body of rural public cultural service supply is relatively single,and the residents' participation is insufficient.(3)The government's response to the public cultural service needs of rural residents is insufficient.(4)lack of professional personnel in rural public cultural services.Further,this paper deeply explores the reasons behind these problems,mainly including:(1)the government's "top-down" service supply mode isdifficult to meet the diverse needs of the masses;(2)under the rapid urbanization,the hollowing out of rural areas and the change of life style,resulting in the absence of the main body of public cultural construction and the dislocation of supply and demand;(3)the cultural concept of residents restricts cultural participation,and the government lacks the corresponding Propaganda and guidance;(4)there are bottlenecks in talent introduction and retention,and lacking of talent security mechanism.Finally,according to the main empirical conclusions,combined with the theoretical analysis of the first half of this paper,some suggestions are put forward to optimize the supply of rural public cultural services in the rapid urbanization areas: enrich the content of public cultural services,highlight the function of public cultural services;improve the demand expression and feedback mechanism,improve the supply efficiency;strengthen the publicity and guidance,enhance the awareness of citizens' cultural participation;and strengthen the construction of grassroots cultural talents.
