Research On The Supply Of Rural Public Cultural Services From The Perspective Of Multiple Goverance

Strengthening rural cultural construction is an inevitable requirement for the healthy development of rural areas,and rural cultural revitalization is an important link for the party to implement the strategic goal of rural revitalization,so it is necessary to further strengthen and improve the supply of rural public cultural services.Since the 18th national congress of the communist party of China(CPC),the Chinese government has been continuously promoting the construction of a modern public cultural service system,which has changed the traditional situation of monopolizing the supply.In this context,it is of great theoretical and practical significance to study the coordination of government and social forces in providing rural public cultural services from the perspective of multi-governance subjects participating in the supply.Based on the theory of public goods,the new public service theory,the polycentric governance theory as well as the relevant academic research at home and abroad,this paper uses the methods of qualitative analysis and selected Y county as the research object.The research content mainly includes supply main body,supply content,supply way and so on.Then have an in-depth understanding of the actual situation of local multi-governance subjects participating in the supply of rural public cultural services.At the same time,the paper analyzes the supply and operation mechanism of rural public cultural service supply through interview and investigation.And then conduct in-depth research on the existing problems such as uneven supply benefits,homogeneity of supply content,low fit between supply and so on.And analyze their causes including the shortage of cultural capital financing investment,the backwardness of the supply subject concept,and the imperfect supply operation mechanism.Finally,besed n the purpose to solve practical problems and to give full play to the advantages of multi-subject cooperation in providing rural public cultural services as well as strengthening the role of non-governmental social forces in supply,this paper puts forward some countermeasures and suggestions for targeted optimization from the aspects of fund guarantee mechanism,social participation mechanism,supplier principal positioning,demand feedback mechanism,decision-making mechanism,supply supervision and evaluation mechanism,etc.
