"Prosperity and prosperity of rural culture,coruscating the new atmosphere of rural civilization" is an important part of the document No.1 of the Central Committee of the Communist Party of China on the realization of rural revitalization in 2018,which clearly states," Rural revitalization and rural civilization are the guarantee.We must adhere to the combination of material civilization and spiritual civilization together to enhance the spirit of the peasants,cultivate a civilized local style,good home style,simple folk style,and constantly improve the level of rural social civilization.Culture is the "root" and "soul" of a country and a nation.Rural culture is the spiritual link that maintains the local feeling,connects the native land,reposes the homesickness,constitutes the common spiritual home of farmers.The implementation of the rural revitalization strategy,culture assumes the important responsibility and mission of ideological assurance,spiritual motivation and intellectual support,as General Secretary Xi Jinping said in the party's 19 th CPC National Congress report," a cause without cultural support cannot last forever".In the new era,the construction of rural culture in China has made obvious progress.The overall cultural quality of farmers has been improved,the rural cultural infrastructure has been continuously improved,the rural cultural life has become more and more abundant,and the rural cultural media has been gradually improved.However,relative to the rapid economic growth,the construction of rural culture still has not kept up with the pace of economic development,the concrete manifestation is that the main body of rural culture construction is worried,the construction fund is scarce,the cultural market is not fully developed,the excellent folk culture protection is weak,the inheritance is not smooth,and the good and bad of modern culture are intermingled.The causes of these problems are not only related to the long-standing objective factors such as urban and rural dual structure,but also to the subjective reasons such as the concept of emphasizing economic development over cultural construction and the resulting imperfect system and mechanism of rural cultural construction.Therefore,strengthening and speeding up the construction of rural culture has become an important issue to promote the development of rural society from the perspective of rural revitalization strategy.To promote the construction of rural culture,we should always adhere to the guiding position of Marxism,firmly adhere to the concept of people-oriented,strive to create a high-quality rural culture construction team,and ensure the "presence" of the main body of rural culture construction;increase government investment and broaden financing channels to consolidate the economic foundation of rural culture construction;flourish and standardize the rural culture market to create a good external environment to meet the diverse cultural needs of farmers;improve the institutional mechanism and improve the guarantee of rural culture construction system;inherit excellent traditional culture and absorb modern culture to enrich rural cultural construction resources;strengthen education and training,enhance farmers' cognition of rural culture construction,consciously invest in rural culture construction and strive to practice socialist core values.
