Research On Cross-cultural Conflict Management Of PPP Project Involved With Foreign Investment

PPP refers to a project operation mode for public-private partnerships between gov ernment and social capital to provide public goods or services.With the economic globa lization,the in-depth implementation of the “Belt and Road” construction,and the succ essful operation of the AIIB,more and more foreign-funded enterprises have participat ed in the PPP project in China.Foreign investment as a social capital participating in P PP projects plays an important role in improving the level of PPP projects.However,dif ferent cultural elements such as cultural background,thinking mode and value orientati on of the project participants will cause differences between Chinese and Western cultu res.Beside,cross-cultural conflicts and cultural risks will arise,resulting in ineffective c ommunication within the project,inefficient management and operation,and increasing operating costs.Other issues may even cause the project to fail.The PPP project involv ing foreign capital has the possibility of cross-cultural adaptation.In order to effectivel y resolve the contradictions caused by cultural differences,and minimize the cultural ri sk caused by cross-cultural conflicts.This paper starts from the theory of cross-cultural adaptation,and the main research contents are as follows:(1)On the basis of reviewing previous studies,this paper defines the related concepts,characteristics and connotations of PPP projects involved with foreign investment,analyzes the meaning,composition and characteristics of culture,and defines cross-cultural management and cross-cultural conflicts management combined with the theory of cross-cultural management.(2)This paper analyzes the cross-cultural adaptation motivation of projects,and builds a cross-cultural adaptation mechanism for PPP projects involved with foreign investment;divides the cross-cultural adaptation process of PPP projects involved with foreign investment into three phases and four periods.And analysis suggests that cross-cultural adaptation should be achieved in the four dimensions as follow: leadership decision-making mechanism,human resource management,cross-cultural communication management,and team culture construction.(3)This paper compares and analyzes the differences between Chinese and Western cultures.Classify these differences into different dimensions of cross-cultural adaptation,and build a cross-cultural adaptation model of PPP projects involved with foreign investment.(4)According to the cross-cultural adaptation model of PPP projects involved with foreign investment,this paper constructs a cross-cultural adaptation internal management mechanism of PPP projects involved with foreign investment from four dimensions: leadership decision-making,human resources,communication management and team culture.Constructs a cross-cultural adaptation external coordination mechanism of PPP projects involved with foreign investment from three aspects: project and host country,project and home country government,project and home country headquarters.At last this paper makes some relevant suggestions separately.
