Research On Hebei Provincial Government Gazette(1928-1930)

The effect,influence and research value of Hebei provincial government gazette during the period of Kuomintang Hebei provincial government is a problem to be understood and explored.The Hebei Provincial Government gazette is edited,printed and distributed by the fourth branch gazette unit of the Hebei Provincial Government secretariat.It mainly publishes government decrees and regulations issued by the Hebei Provincial Government,important orders issued by various administrative departments for examination and approval,minutes of meetings of the provincial government's convening Committee,and some important official communications of the provincial government.Based on a comprehensive and systematic study of 638 issues of Hebei Provincial Government gazette issued from August 1,1928 to April 30,1930,this paper divides its contents into four aspects: administrative organization construction,financial construction,educational construction and social governance.It can be seen that at the beginning of the establishment of the Kuomintang Hebei Provincial Government,the governor appointed by the national government and the heads of provincial departments were rectifying and perfecting the government administrative system,restoring and developing the social productive forces and educational undertakings destroyed by the war,and to control the chaotic social order,a series of rules and regulations have been jointly formulated,laying a foundation for the Hebei Provincial Government to carry out all kinds of work in an orderly way and at the same time,showing the Kuomintang Hebei Provincial Government's efforts to reform local politics and change the local social outlook.Through the study of various kinds of information published in the Hebei provincial government gazette,this paper holds that the Hebei provincial government gazette has the characteristics of disseminating government decrees,guiding the political thought of the "three people's principles" and opening up some government and financial information.At the same time,the rich contents it published can help us to further understand the measures,implementation process and practical effects of Hebei Provincial Government in reforming politics and society during the Republic of China from the perspective of news.There is no doubt that the Hebei provincial government gazette has important historical value for the local regional studies and local chronicles in this period.However,we should also recognize the shortcomings of such historical materials,such as more official affairs and less people's livelihood affairs,more official language and less popular writing,more information in the province and less external news,etc.Therefore,when using such historical materials,we should have a comprehensive view of the overall situation,put them in the background of the times for analysis and research,and focus on the actual effect.
