For China,aids from Washington play an irreplaceable role in the War of Resistance against Japan.Its financial aids,mainly loans,and military aids backed the running of Kuomintang government,alleviated shortage of goods and materials,and boosted China's morale.From non-recognition principle to providing financial aids,from committing to isolationism to becoming military alliance,the evolution of Washington's Chinese policy also reflects its strategy in the Far East.Starting from analyzing America's policy to China in 1931-1945,this paper points out that containing Japan and maintaining China's resistance push Washington to further aid China,and explores the “conflicts” in Franklin D.Roosevelt's Far Eastern Policy.These conflicts reflect Roosevelt's wavering between sticking to isolationism and containing Japan before 1940 and his tactics before the Pacific War broke out.The author also discusses factors that shape his policy-making process and result in inconsistent policies,such as American political system,isolationism,power balance in the Far East,and introduces what is always ignored in domestic studies,Roosevelt's personal character.
