This paper regards American policy toward Japan during1937-1940as the objectof study." Lugouqiao Incident" broke out, which was not only the beginning ofChinese comprehensive anti Japanese war, but also an important step of Japan to seekhegemony in East Asia. The United States had a great interest in East Asia.Therefore,USA government had been closely watching the Japanese action. After the outbreakof the war to the end of1938, American action against Japanese aggression Chinabasically took was not involved in and of restraint policy. On the eve of World War II,as the Japanese aggression and the war in Europe was in crisis, America indirectlytook loan to China and abolished the treaty between them in order to curb themomentum of the ambition of Japan. After the outbreak of World War II to the end of1940, Japan utilized the opportunity for the south, to snatch the important strategicposition and resource,which threaten vital interests of America in the Pacific. In thisperiod, American had put the Atlantic in a primary strategic position. In the face of theJapanese aggression in Asia battlefield, America only took indirectly aid Chinese andrestrictions on economic measure in order to prevent Japan from becoming the EastAsian hegemony,so that maintained America’s the best interests. Although Americaattitude toward Japan gradually became stronger, but it did not achieve much effect.The conflicts between them intensified, finally broke out the worst event of U. S.-Japan relationship-the Pearl Harbor incident. The United States also be involved inthe war of the Pacific in the flood.This paper consists four parts. There are introduction, text body, epilogue andbibliography. The text body concludes four parts as following:The first part tells of the main story of American policy toward Japanfrom"Lugouqiao incident" to Guangzhou, Wuhan occupied period, which includesafter incident The United States’s reactions and countermeasures and reaction andcountermeasures in a Songhu Campaign period.The second part is mainly about the American leading western countries lostcollective sanctions opportunities against Japan. The League of Nations, the BrusselsConference and Panay Crisis are the performance.The third part mainly tells the story of USA policy toward Japan from the fall ofWuhan,Guangzhou to before the outbreak of World War II. American adopted twomajor measures including aiding Chinese and abolition of the treaty.The forth part is mainly about American policy toward Japan from the outbreakof war in Europe to the three axis alliance formation. It includes transference of USAforeign policy, reaction to Japan southing action as well as further development ofthe overall China aid and economic restriction policy.
