The concept of "key competencies" was first introduced in the 1990 s.The Organization for Economic Co-operation and Development(OECD)carried out the"Definition and Selection of Competencies(DeSeCo)research project(OECD,2005).This term is used to describe the most critical,necessary and key competencies among the common literacy that all members of society should possess.Immediately thereafter,countries such as UNESCO,the European Union,the United States,France,Australia and Germany defined the concept of key competencies from different levels and perspectives.In 2013,under the guidance of the Ministry of Education of China,Beijing Normal University carried out the subject of "Research on the Key Competencies of Chinese Student Development" with a number of universities and nearly a hundred experts.In 2015 and 2016,the Ministry of Education consulted and revised the national literacy research report twice.In the end,the key competencies is defined as: the necessary characters and key abilities that are gradually formed in the process of receiving the education of the corresponding school stage to meet the needs of individual lifelong development and social development.Discipline key competencies is the knowledge and abilities that students have accumulated in the course of learning a specific subject,while music disciplinekey competencies are the music knowledge,skills,and character that students have learned after learning music subjects or music education.It is also a concentrated expression of the educational value of the music discipline.In the 2014 "Ministry of Education's Basic Opinions on Deepening the Curriculum Reform and ImplementingLideshuren",it was pointed out that the study and formulation of the key competencies system and academic quality standards for student development should be based on the key competencies system for student development to further clarify each semester and discipline Specific education goals and tasks.General Secretary Xi Jinping delivered a speech at the National Education Conference in 2018,and pointed out that education should "fund people,how to train people,and for whom" the fundamental question.Constructing a framework of student key competencies that meets the needs of individual lifelong development and social development has become the key and foundation for the implementation of the task of Lideshuren.Studying the music literacy of students at different levels and at different levels will help to implement the fundamental task of "building people with morality".Based on these educational policies,the author will take the essential qualities and key abilities that students proposed in key competencies should be based on,from the compulsory education stage music courses,the perspectives of talent training in general high school music courses,music performance majors and music education majors in ordinary colleges and universities.After studying and combing the compulsory education stage and the music curriculum standards of ordinary senior high schools,and the requirements of the "National Standards for the Quality of Music and Dance Teaching(Music Major)",a field investigation was conducted on the cultivation of music literacy among students in primary and middle schools in Urumqi,Xinjiang.Taking Urumqi No.126 Primary School,Urumqi No.2 Middle School,and Xinjiang Academy of Arts as research objects,it was found that each segment aims at improving students' quality education,in addition to cultivating students' key abilities such as knowledge and ability Moral education for students from the three aspects of the red classics,the excellent Chinese traditional culture and the construction of campus culture.In order to develop students 'thinking of "three loves",strengthen "four self-confidences",firmly establish the "five identities" and the five views of Marxism,and forge the sense of the Chinese nation community,develop the essential qualities of students' key competencies Taking the education value and music literacy of the music discipline as the starting point of teaching practice,the key competencies of students at different levels has been comprehensively developed.
