Research On The Evaluation Dimension Construction Of Public Cultural Service Accessibility In China

In the report of the 19^th national congress of the communist party of China,the principal contradiction in the primary stage of socialism in China was rediscussed.The principal contradiction in society has become the contradiction between the people's growing needs for a better life and unbalanced and inadequate development.This transformation highlights the key role of spiritual and cultural construction.It is beneficial to ensure the realization of public cultural rights,stimulate excellent public cultural services,and implement the construction of a harmonious socialist society.Through reviewing relevant literature and existing studies,it is found that the Chinese government has always taken the development of public cultural services as an important task.A major breakthrough has been made in the infrastructure construction of public cultural services.However,it also exposes many problems,such as the contradiction between the supply and demand of public cultural services,Low accessibility and there is an urgent need to build and optimize accessibility,etc.The root cause of the problem is to ignore the suitability between the public cultural service system and the general public.At present,accessible evaluation in public service mainly focuses on public health service,and there is little accessible evaluation on public cultural service.Also,there are some problems in dimension construction,such as imprecision,imperfection and deviation,which further react to the lagging feedback of public service.Therefore,public cultural services should build a comprehensive,scientific and accessible evaluation dimension system that is appropriate to the public demand,so as to analyze the key issues in the accessibility of public cultural services.Therefore,this paper will conduct constructive research on the evaluation dimension of the accessibility of public cultural services.From the perspective of public management,this paper constructs an evaluation dimension of accessibility of public cultural services in China.Focus on relevant theoretical issues that are accessible to public cultural services,and integrate the theoretical knowledge of disciplines such as politics,culture,and management.Through systematic construction methods,combined with literature research,empirical statistical analysis and other methods,we carry out in-depth theoretical and practical explorations of the accessible evaluation dimension of China's public cultural services.The research will be carried out from eight chapters based on the logical idea of"finding problems-analyzing problems-dimensional design-dimensional analysis-dimensional empirical analysis".First,using the new public service theory,accessibility theory and system evaluation theory as the theoretical guidance for this research,determine the definition of accessible concepts and the current practice of the dimensions of public cultural service accessibility evaluation.Clarify the status and existing problems of public cultural service accessibility evaluation.Secondly,design the accessible evaluation dimension of public cultural services.By drawing on the existing accessible evaluation framework in the field of public health and education,and taking the specific connotative nature of public cultural services as a guide,we can draw on the accessible evaluation dimensions of our country's public cultural service fields--Available dimension is the basic dimension of accessibility evaluation of public cultural services;acceptable dimension is the key dimension,and adaptive dimension is the core dimension.Finally,the constituent factors of each dimension are analyzed separately,and this dimension is selected as the accessibility evaluation for the rationality and feasibility.Then we set up a specific index system for the evaluation of public cultural services in China.Based on the statistical analysis examples and data related to China's public cultural services,the weight of each index is determined in turn through membership analysis,reliability test method,and analytic hierarchy process,and the specific index design is further checked and analyzed.
