Research On The Development Of Accessibility Of Public Cultural Services

The public cultural service system is a gradual process from the initial establishment to standardization,equalization and modernization.After the network of public cultural service facilities covering urban and rural areas is basically completed,the next focus is on improving the urban and rural public cultural service system and helping the modernization of national governance.Admittedly,the achievement of "consummate" requires a further match between the service system and the service target.Based on the assessment framework of health service accessibility and related research on public cultural service accessibility,this paper uses scene theory to extract four elements that need to be matched in public cultural service,namely society,carrier,service and user.According to the matching relationship between the elements,a research framework of public cultural service accessibility composed of four dimensions of availability,affordability,acceptability and adaptability is constructed.This article selects Wenzhou City Study as the empirical research object,and analyzes the rise,operation and effectiveness of public cultural service accessibility.In the planning stage,Wenzhou City Study has contributed to the increase in availability due to its advantages of decentralized layout,all-time covered opening hours and convenient service processes;during the construction process,based on government financial support and relying on positive effects to encourage diverse social forces Participation has been realized to achieve a reasonable allocation of resources and optimize affordability.In order to meet the needs of service targets,in the process of building and providing services,with the help of self-service equipmentand volunteer services,users' recognition of the quality of city study services is improved,and the acceptability of services is achieved;in the overall construction stage,Under the premise of standard compliance,in the face of the differentiated needs of service targets,we will construct different venues according to local conditions to ensure the adaptability of services.The study found that the four dimensions of public cultural service access affect each other,and there is still room for improvement in its long-term development,and the government will do something in it.The research ideas that match the relevant elements of public cultural services can help to analyze the accessibility of public cultural services more systematically and in-depth.The practical experience of Wenzhou City Study also has certain reference significance for the continued promotion of public cultural services accessibility in the future.Due to the many factors that affect public cultural services,more dimension exploration and empirical tests are needed to further enrich the public cultural service accessibility theory.
