| According to the report of the 19 th National Congress of the Party,the current major contradiction in China’s society has been transformed into the contradiction between the people’s increasing needs for a better life and unbalanced and inadequate development.To meet the people’s needs for a better life,cultural development is crucial.As an important part of cultural construction,the construction of public cultural service system has ushered in new development and promotion.Yibin has actively promoted the cultivation of public cultural service system by adopting the cultivation methods of refining the development system,innovating management methods,promoting the construction of facilities,and facilitating market development,which have made the cultivation content more accurate,the service capacity more prominent,the facilities network more perfect,and the variety of products more abundant.From the perspective of cultivation methods and cultivation results,the case of Yibin City has a certain typical and research value.The three-circle theory is an analytical tool widely used in the field of public management since the 1990 s.It has important reference value for analyzing the meaning,methods,and effectiveness of public management.As a public management enterprise,the cultivation of public cultural service system can be analyzed by using this theory.Therefore,using the three-circle theory,this paper constructs the analytical framework of case study on fostering public cultural service system in Yibin City,and discusses from three aspects: value,capacity,and support.It has refined the initiatives to cultivation a public cultural service system in Yibin City and the results of these initiatives.The study found that in value aspect,through measures such as equal development in planning,joint development in cities and townships,and coordinated development of special groups,that people’s cultural rights and interests are guaranteed,cultural products and services are effectively provided,and the level of parity has been increased;in capacity aspect,through measures such as the social forces to invest in the construction of facilities,cultural enterprises to boost the development of the industry,social organizations to participate in cultural services,that cooperative enterprises has developed,cultural market has prospered,social organizations has realized value;in support aspect,through measures such as mass participation in cultural management,extensive cultural propaganda and the provision of services on demand,that the people’s enthusiasm for participation has been cultivated,a strong cultural atmosphere has been created,and the people’s spiritual life has been enriched.Judging from the three-circle theory,Yibin City has achieved certain results and ensured the realization of "Nike area".Further,the development of the public cultural service system in Yibin City should also integrate modern advanced Internet science and technology to improve the quality of cultural products and services.Relying on media,big data,cloud computing and the Internet of Things,Yibin City should continue to optimize the quality of cultural products and services,so as to increase the value,capability,and support area respectively,then seek more Nike areas. |
