Research On The Construction Of Public Cultural Service System In Zhoukou City

As socialism with Chinese characteristics has entered a new stage of development,the people’s demand for spiritual and cultural services has become stronger as their material living standards have gradually improved.The development of public cultural services not only concerns whether the spiritual and cultural needs of the masses can be met,but also reflects the level of a country’s cultural soft power.Therefore,building a more perfect public cultural service system and providing more high-quality public cultural services to the public is not only to solve the contradiction between social supply and demand,but also to meet the needs of the development of The Times.Under the guidance of new public management and public goods theory,This article takes the construction status of the public cultural service system in Zhoukou City as the research object,systematically sorts out the literature research at home and abroad in this aspect,using the literature research method,empirical research method,interview method and comparative research method to conduct an in-depth analysis of the current situation of the construction of the public cultural service system in Zhoukou City,and finds that in recent years,Zhoukou city in terms of public cultural service system construction through the establishment of public cultural service system construction standards,provide policy support,strengthen team construction,strengthen infrastructure construction,to ensure the basic cultural rights and interests of special groups,enhance the level of public cultural services,rich public cultural products supply,such as strengthening the construction of public cultural services digital measures,Remarkable achievements have been made in four aspects: first,the coverage rate of infrastructure has been continuously improved;second,digital construction has been steadily promoted;third,literary and artistic works have been constantly emerging;fourth,featured public cultural services have become brands.While affirming the achievements,we should also see that the construction of the public cultural service system in Zhoukou City also has problems such as imperfect infrastructure construction,insufficient capital investment,weak talent team and weak digital service level.Through in-depth analysis,the root causes of these problems are insufficient attention from the government,weak awareness of public service,single subject of investment and rigid cultural system and mechanism.In view of how to solve the existing problems and achieve the goal of "standardization and equalization of public cultural services",it is proposed that the government should increase the degree of attention,increase financial investment,pay attention to the needs of the masses,establish a multi-subject participation mechanism,strengthen the construction of talents and accelerate the digitalization construction.It is hoped that these suggestions can further improve and develop the construction of public cultural service system in Zhoukou city so that more people can enjoy the cultural benefits.
