Research On The Construction Of Rural Public Culture Service System In Tai'an City

Tn today's society,our country is in a transitional period of dramatic change, rural development lags behind,which is restricting seriously the comprehensive development of the society. Along with the speeding up of urban-rural integration, the profound changes are being happened in the rural social economic structure, cultural forms, and the values of farmers, which make rural society face more and more complicated situation.The rural public cultural service system construction is the important way to adjust the rural social relations and to lessen the contradiction between urban and rural areas,which is to balance urban and rural economic and social harmonious development,which has the important strategic significance for building a well-off society in an all-round way.Compared with the perfect relatively system of public cultural services in city, the rural public culture service system construction is more challenging, more special significance.Under the current background of a service-oriented government, the famous historical and cultural city Tai'an is located in the developed eastern provinces,which has a unique advantage for the rural public cultural service system construction.This thesis which use the new public service theory and public goods theory as the foundation for studying Tai'an City rural public cultural service system.Tai'an City has achieved great achievements in rural cultural infrastructure, the investment of rural public cultural products and services, the rural cultural people-benefit engineering and multiple mechanisms for ensuring fund construction.However, there is a series of problems existing in the procedure of the rural public culture service system construction,such as financial investment is not enough,the low efficiency for using the rural cultural facilities,rural digitalization construction lags behind,the management of rural cultural station is not standard,etc.The reason is that the government taking no attention to cultural undertakings, which leads to the absence of functions, loss of rural culture talent and the restriction of cultural management system and mechanism.Through analyze the problems and reasons, it is concluded that the overall level of Tai'an City rural public culture service system construction is not high currently,which is in the stage of development, the uneven development between regions,because of the difference of economic and social development level.This article research target is to build scientific and reasonable rural system of public cultural services, to advance the construction of rural public culture service system in Tai'an City rapidly. In order to put forward more reasonable development countermeasures, this paper selected Qingdao City and Suzhou City as comparative reference object.Based on introducing the experience of both, it illustrates the construction experience revelation for Tai'an City from the government system design, the main body enthusiasm, innovation way of public cultural service, to strengthen the construction of talent team, etc. On the basis of investigation,the author puts forward the reasonable path and countermeasures of rural public cultural service system construction in Tai'an City, that is, establishing the rural public cultural service innovation system, the rural public cultural service digital infrastructure system, the rural public cultural service personnel system, the rural public cultural service of the law guarantee system, the rural public cultural service production operation system, the rural public cultural service performance evaluation and supervision system.Drawing a conclusion through the analysis of the reasons and countermeasures.Tai'an City government should adhere to the cultural innovation policy of giving more and loosening control, stimulate the potential of rural cultural development for creating the rural culture service system of Mount Tai characteristics,to strive to break new heights,to promote the construction of Tai'an culture city.With the exception of the first chapter introduction and the sixth chapter conclusion,content of this article is divided into six chapters, the text is divided into four chapters,which reviews present situation of Tai'an City rural public cultural service system, causes and countermeasures, explores the Tai'an City rural culture service system construction path accord with the actual situation, seeks to provide policy reference for local government in rural public cultural service system construction.
