Research On The Evaluation Of Innovation Ability Of Cultural And Creative Industry Clusters

The Ministry of Culture issued the a notice of the "cultural industry development plan for the 13 th five-year plan period",pointing out that China needs to constantly improve the cultivation of cultural market subjects in the current period,mainly involving the establishment of cultural industry demonstration parks and national cultural industry innovation experiment.At the same time,it also points out that China needs to drive the comprehensive and coordinated development of performing arts,entertain-ment,animation,games,creative design,network culture,tourism,art,arts and crafts,cultural exhibitions,cultural equipment manufacturing and other industries through innovation.As the cluster construction has become an important practical path for the development of cultural industry,the research on the cultural and creative industry cluster in China is also deepened.However,judging from the current innovation of China's cultural and creative industry clusters,there are still many problems that threaten the sustainable development of the clusters.Therefore,improving the innovation ability of cultural and creative industry clusters and promoting the long-term stable development of creative industry clusters has become the focus of current research.Based on the theoretical research basis of innovative network theory,industrial chain theory and knowledge spillover theory,this paper combines the relevant literaturewith the cultural innovation industry cluster innovation status and existing problems,from innovation subject,innovation environment and innovation the three layers to analyze the main influencing factors of the innovation ability of cultural and creative industry clusters.Secondly,according to the above research and analysis,the index system of cultural innovation industry cluster innovation ability evaluation is constructed from seven aspects: creative talents,technology,inclusive environment,service environment,industrial chain integrity and social network density.The entropy weight method is used to determine the weight coefficient of each index,and the TOPSIS comprehensive analysis method is used to establish a comprehensive evaluation model for the innovation ability of cultural creative industry clusters.Finally,the practical application of the evaluation model of industrial cluster innovation ability was carried out,and through the four provincial key cultural creative industry parks of the old steel mill creative design industrial park,Shaanxi animation industry platform,Silk Road Cultural innovation park and Qujiang 369 internet innovation and entrepreneurship base.The innovation ability of the city's provincial key cultural and creative industrial parks was evaluated,and its effectiveness and feasibility were verified.In addition,it provides new ideas for the government,creative cluster organizations and related institutions to carry out quantitative evaluation of cultural and creative industry cluster innovation capabilities.
