Research On The Promotion Of The Revitalization Of Folk Culture To The Soft Governance In Rural Areas

Traditional Chinese society is a society of rituals and customs,which are important means of soft governance such as social education and moral constraints.The etiquette culture is rooted in the soil of folk culture.Only by revitalizing folk culture can we consolidate the foundation of soft governance in rural areas and promote the accomplishment of the goals of rural soft governance.At present,the party and the government are advancing the combination of the rule of law,the rule of virtue and autonomy in the grass-roots society,in which the rule of virtue belongs to the category of soft governance.However,with the transformation of Chinese society and the development of urbanization,the countryside is declining,and the folk culture is also gradually in decline,or even dying in the changes of rural society,which have made the foundation of the rule of virtue in the traditional countryside gradually degenerated or even collapse.At present,the governance of rural society mainly relies on methods,such as the rule of law,and administrative or quasi-administrative autonomy(village committee autonomy).However,because of the lack of soft governance,these hard governance methods have caused the rejection and invalidation of power.The effect of governance has been greatly reduced,jeopardizing the stability of rural grassroots society.Therefore,to promote the combination of the rule of law,the rule of virtue and autonomy in rural areas,we must consolidate the soft governance social foundation of the rule of virtue.Taking the revitalization of folk culture in the ancient town of Xinshi as an example,this paper studies how the revitalization of folk culture promotes the soft governance of the countryside.The specific contents mainly include the following four parts:The first part is mainly to explain the necessity,feasibility and internal mechanism of using folk culture to promote soft governance in rural areas.Specifically,it includes three aspects.Firstly,as the current rural governance paying too much attention to the hard governance,which tends to cause many problems.And giving full play to the soft governance ability of folk culture is conducive to promoting the Combination of rural soft governance and rural hard governance.The traditional folk culture is quite necessary to the promotion soft governance in rural areas.Secondly,the folk culture has been an important soft governance resource in rural society since ancient times.The current rural traditional folk culture presents a revitalization trend.And the folklore culture has its own functions to make it have soft governance potential.All these aspects analyze the feasibility of the promotion of traditional folk culture to the rural governance.Thirdly,Revitalizing folk culture helps consolidate the cultural foundation of soft governance in rural areas,reshape the value system of rural soft governance,shape the identity system of rural soft governance,foster social capital of rural soft governance,and promote the innovation in rural soft governance mechanism.set out the internal mechanism of folk culture to promote soft governance in rural areas.Starting from these five points,the internal mechanism of folk culture to promote soft governance in rural areas is expounded.The second part is mainly about the case analysis of how the revitalization of traditional folk culture promote the rural soft governance in the ancient town of Xinshi.Specifically,it includes three aspects: Firstly,it sorts out the traditional folk culture of Xinshi Town and its logic of etiquette governance,and explains the soft governance role of folk culture in Chinese traditional rural society.Secondly,it introduces the existing status of traditional folk culture and focuses on the weakening of the soft governance capacity of the traditional folk culture in Xinshi ancient town.thirdly,it describes the revitalization of the silkworm temple fair,and focuse on the soft governance logic of the silkworm temple fair in Xinshi ancient town.All these illustrate the current revitalization of traditional folk culture in rural society and the cultivation and improvement of the soft governance ability of folk culture.The third part is mainly to analyze the practical dilemma of folk culture revitalization to promote soft governance in rural areas and its causes.It includes five aspects.First,folk culture faces the problems of the weakening of soft power in consolidating the cultural foundation of soft governance in rural areas.Secondly,folk culture faces the problems of modernization transformation in reshaping the value system of rural soft governance.Thirdly,folk culture faces the problem of degraded social conditions in shaping the rural soft governance identity system.Fourthly,folk culture faces the problem of weakening social foundation in condensing rural social capital.Fifthly,the innovation of the mechanism of folk culture to promote soft governance in rural areas is insufficient.The fourth part proposes countermeasures to activate the traditional folk culture of the village and enhance the ability of soft governance.Specifically,it includes six aspects.Firstly,,improving the soft power of rural folk culture and consolidating the cultural foundation of rural soft governance.Secondly,innovating the cultural connotation of folk culture and reshaping the value system of soft governance in countryside.Thirdly,converging the social consensus of folk culture,to build the identity system of rural soft governance.Fourthly,strengthening the social self-organization in the folk activities,the community consciousness and order,and condense the rural social capital.Fifthly,activating the soft of folk culture.Legal function,promote the mechanism innovation of rural soft governance.Sixthly,Promoting the docking of the soft governance of folk culture and hard governance to realize the combination of the rule of law,the rule of virtue and autonomy in rural areas.This paper has many innovations.Firstly,the perspective is quite unique.This paper cuts through the perspective of soft governance and discusses the revitalization of rural folk culture.It aims to provide a new way of thinking of how to activate local cultural resources and realize the modernization of rural governancee.Secondly,there is innovation in reshaping the connotation of the rule of virtue in the rural area.The point of this paper is that the rule of virtue should be sought from the traditional culture,from the life experience of the people,and the folk culture is rich in the content of traditional rituals.Only by revitalizing the folk culture,can we truly promote the revival of the rule of virtue,and realize The combination of the rule of law,the rule of virtue and autonomy.
