In the 1960 s,under the influence of multiple factors,urban crisis broke out in the United States,mainly manifested as black race riots.In terms of characteristics,the crisis has spread to major cities across the country,causing severe damage to urban property,and riots have mostly occurred in the late summer.In this emergency,the Johnson administration had to act accordingly.During Roosevelt's New Deal,the federal government began to intervene in urban affairs because of the economic crisis and the increase in urban unemployment.Several administrations after Roosevelt took measures to deal with unemployment,housing and other problems in cities.During the Truman administration,due to the "housing shortage" problem,the federal government issued a series of policies to ease the housing shortage.In the 1960 s,the federal government made great efforts in urban governance.The Kennedy administration enacted the housing Act of 1961 and implemented regional reconstruction and full employment programs.Although it has managed the urban problems,it has only been in office for a short period of three years,and the governance effect is not very obvious.During the Johnson administration,more attention was paid to urban governance due to the outbreak of urban crisis.The federal government has taken measures in housing security,urban education,employment,medical care and other aspects,implemented security policies in backward areas,and organized and set up a Knacker Committee to analyze the causes of urban crisis.These measures succeeded to a certain extent,culminating in the federal government's intervention in urban affairs in the 1960 s.From the measures taken by each federal government,it can be seen that the Johnson administration made remarkable achievements in urban governance.During this period,a number of laws on urban governance issues were promulgated,which played a certain role in alleviating the urban crisis.However,there were still some problems in urban governance measures.At that time,due to the high policy goal,the delay in the administration of all levels of state governments and the limitation of economic grant,the plan implemented by the federal government did not achieve the expected effect.
