The report of the 19 th National Congress of the Communist Party of China pointed out that socialism with Chinese characteristics has entered a new era,and the main contradictions in our society have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate imbalances.At the same time,the contradictions in the field of public cultural services in China have also been highlighted.It is reflected in the fact that the level of social public cultural services in our country lags behind the actual needs of the rapid growth of the people.Compared with developed countries,there is a clear gap.People-oriented social governance refinement requires more attention to the needs of residents,emphasizing the negative practice exploration and transcendence practice exploration of the extensive management of the past in the social field,especially in the field of people's livelihood.Coupled with the arrival of the era of big data,it provides a means to measure the perceived performance of public cultural services and the measurement of residents' needs.Therefore,the analysis of the influencing factors of public cultural service perception performance from the perspective of refined social governance has important theoretical and practical significance for China to actively and orderly promote the construction of public cultural services and promote its sustainable and standardized development.In order to explore the influencing factors of public cultural service perceived performance,this paper establishes a theoretical model based on public cultural service supply,public cultural service guarantee,residents' participation,and residents' expectations as the influencing factors and proposes research hypotheses.On the basis of the investigation of the public cultural services in Tianjin,the questionnaires were widely distributed and effectively collected by Tianjin residents.The data were analyzed empirically using SPSS and AMOS software,which mainly using the reliability and validity analysis,correlation analysis and structural equations.The model approach analyzes the perceptual performance subgroup of public cultural services and verifies all hypotheses and models.The results show that public cultural service provision,public cultural service guarantee and residents' participation have positive effects on public cultural service perception performance,and residents' participation has a mediating effect.Finally,based on the results of theoretical and empirical analysis,the paper proposes four related countermeasures and suggestionsfor improving the perceived performance of public cultural services,including the fine supply of public cultural services,the standardized public cultural services,the expansion of public cultural services,and the improvement of public cultural service responsiveness.
