Research To Impact Of Russian Language Policy On The Spread Of Chinese In Russia

The emergence of language is directly related to the development of society.From this point of view,language is a social phenomenon-political,economic,cultural and other changes in society will have an impact on language.Throughout human history,language is an important tool of social communication.Because the society has never been stagnant,it is developing constantly,so language has gradually become a kind of cultural capital of the country's core competitiveness and soft power.Therefore,the national language policy plays an important role in this situation.The content of language policy is complex and diverse.It includes various parts,such as external and internal language policy,language education policy,language planning,language management,etc.The definition of "language policy" is also broad,but up to now,there is no unified definition of "language policy" in academia.According to different interpretations of the definition of language policy,it can be said that language policy is a measure taken by the government or the authority to solve the problems in the process of intersection.Language policy is the management of social language development process.Geopolitical changes have led to a change in the international system;there was a reorientation of geopolitical and economic interests from the West to the East.The economic phenomenon demonstrated by China for several decades,forced the world community to talk about this country,Russia is no exception.The international labor market has seen a scarcity of Chinese-speaking talents.As a result,great changes have taken place in every national language policy,and Russia is no exception.The spread of Chinese in Russia has a history of more than 300 years.It has gone through a long process from cold to hot,which is closely related to the politics and history of China and Russia.At present,China has become the most important partner of Russia.Thanks to the cooperation in politics,economy and trade between the two countries over the years,the strategic partnership of cooperation between the twocountries has been fully implemented.Therefore,there is a great demand for Chinese talents in the Russian market.Facing this situation,the Russian government has to take measures to expand the spread of Chinese in Russia,and needs to modify the national language policy.This paper consists of six chapters:The first chapter is the introduction.The author will give a full explanation of the reason for choosing the topic,purposes,methods,theories,and basic ideas of the research.In addition,author analyzes the degree of scientific development on the theme of Russia language policy and impact of language policy on the spread of the Chinese language in Russian and Chinese sources.The second chapter is the background of Chinese language policy in Russia.As we all know,the spread of language has something to do with the change of the world situation.That is to say,if there is no need for a language on the world stage,we cannot discuss the language policy for the spread of that language.Therefore,before studying the Russian language policy and its influence on the spread of Chinese in Russia,the author wants to analyze how the changes of globalization have influenced the international system,and how the language policy plays a role in this situation.The author will discuss the influence of Chinese language policy on the international communication of Chinese language in the context of globalization,and elaborate the main measures China has taken for the international communication of Chinese language.This chapter also introduces the history of Chinese communication in Russia.The third chapter is the Russian Federation's language policy and language education.From all this,we know that the content of the language policy is diverse and includes many components,so the author researches the main direction of Russian language policy,the legislative basis of language policy,and analyzes the linguistic education situation at the different levels of education,including pre-school education,general education,and higher education.The fourth chapter is the impact of the Russian language policy on the spread of Chinese in Russia.The author divides the issue into three periods: the first is from the post-Soviet period to 2000,the second is from 2000 to 2012,and the third is from2012 to nowadays.The author analyzes the influence of China and Russian relationship on the spread of Chinese in Russia,and how the every stage of languagepolicy impact on the spread of Chinese.In addition,the author analyses the main objectives of the language policy at different stages,content,and the Russian government measures directed on the spread of Chinese.The author introduces the achievements of language policy directed on the spread of Chinese.The fifth chapter is the prospect of the influence of Russian language policy on the spread of Chinese in Russia.In this chapter,the author analyzes the restrictions of the Russian language policy on the spread of Chinese in Russia.From the perspective of the development of China-Russia relations,in order to get more extensive dissemination of Chinese in Russia,the author gives some advice on the language policy to be formulated by the Russian government in the near future.The sixth chapter is the epilogue.The epilogue,to summarize the view,and points out that the innovation of this paper and shortcomings.
