From 1871 to 1879,Tan Zhonglin served as governor of Shanxi Province.From the beginning of 1871 to the northwest,in the face of the turbulent social situation and the desolation of the people,he actively took measures to ease the social contradictions,at the same time strictly prohibited opium,built water conservancy,improved agricultural planting methods,and promoted silkworm cultivation in the whole province,which achieved good results.At the same time,Zuo Zongtang sent troops to recover Xinjiang,set up a grain station in Shanxi,Tan Zhonglin fully assisted Zuo Zongtang,while actively collecting and coordinating the salaries of various provinces,providing strong logistical support for the western expedition.Then Tan was transferred as governor of Zhejiang in1879,and two years later(1881)He came to the northwest again and served as governor of Shanxi and Gansu in 1881 and 1888.During his tenure as governor of Shanxi and Gansu,he actively planned the establishment of a province in Xinjiang and gave full support to the development and governance of Xinjiang after the war.Remarkable results were achieved by vigorously rectifying the administration of officials,reducing redundant troops,opening up sources and cutting expenditure,and rejuvenating culture and education.In a word,Tan Zhonglin ruled Shaanxi for eight years and governor Shanxi and Gansu for six years.During his 14 years in office in Northwest China,great progress has been made in social governance,development and construction in Northwest China.But at the same time,we should also see that due to the limitations of Tan Zhonglin himself and the times,many of his measures basically continue the practice of Zuo Zongtang and others,and there are not many innovations.In addition,There is a lack of effective supervision in the actual implementation process,and some measures have not achieved the desired results.
