This paper examines the interaction between the Russian people and their government during the collapse and reconstruction of the state apparatus in 1917.From the overthrow of the Tsarist government in the February Revolution to the establishment of a new nation with the October Revolution,there were repeated conflicts between the various political forces and constant changes in the political positions of the general public.How these political forces interacted with the masses bore a direct and crucial impact on the process of the Russian Revolution.Therefore,clarifying the complicated relationship between the people and the government during that period is helpful to further understanding the process of the revolution and its historical significance.Changing the relationship between the people and the government is key to maintaining stable rule,and one of the essential elements in determining the success of a thorough revolution.During the Russian Revolution,there were many factors that affected the relationship between the people and the government,such as war and peace,land and bread and so on.However,the 1917 Revolution differed from most revolutions,in that it was a thorough revolution that overthrew the Tsar and one temporary bourgeois government after another.In the process of the revolution,the state apparatus underwent many stages,including being destroyed,rebuilt and destroyed again,culminating in the establishment of a new state apparatus.In different stages,the relationship between the people and the government also changed with the collapse and reconstruction of the state apparatus.By analysing the changes in the relationship between people's spontaneity and the government's initiatives in the period of the collapse and reconstruction of the state apparatus,this paper attempts to explore the inevitable collapse of the interim governments after the February Revolution due to their inability to correctly handle their relationships with the people.Add to that the challenges of rapidly establishing a new state apparatus and the Bolsheviks correctly guiding the people for the consolidation of the new regime after the October Revolution.This paper is divided into four parts.The first part explores the relationship between the people and the Tsarist government before the revolution.In this period,the state apparatus was still effective,although there were many contradictions between the people and the Tsarist regime.The people's spontaneity had yet to awaken,and the government remained in an active position.The second part discusses the changes in the relationship between the two sides following the collapse of the state apparatus.This period is divided into three stages: post-February Revolution,post-April Events and after the formal proposal of the people's needs.With the collapse of the state apparatus,people's spontaneity began to appear.The government began to rebuild the state apparatus,but it was not guided by the needs of the people.Consequently,the government's initiative and people's spontaneity constantly improved,while their relationship constantly worsened.The third part analyses the relationship between the people and the government during the reconstruction of the state apparatus.The reconstruction of the state apparatus had already been completed before the July Events,but with the constant improvement of the government's initiative and the people's spontaneity,their relationship was also in complete opposition with the reconstruction of the state apparatus.The fourth part concerns the practices of the October Revolution and the construction of the new state apparatus.With the outbreak of the October Revolution,a new type of relationship between the people and the Bolsheviks began to form.Given that the reconstruction of the state apparatus had yet to be completed,the relationship between the two sides remained abnormal.The Bolsheviks,however,by a)re-establishing the state apparatus and b)guiding the people,caused the people's spontaneity to disappear,and at the same time,fully restored the government initiative.Finally,the relationship between the two sides was normalised.
