The Research On Supervision Mechanism Of Government Procurement Based On The Perspective Of Public Governance

The supervision mechanism of government procurement is an important part of the government procurement system,is an important guarantee for the sustained and healthy development of government procurement.In a certain sense,if there is no excellent government procurement supervision system,there is no real government procurement system.After nearly twenty years of development,China's government procurement system has initially formed a certain framework,it plays a role in standardizing the government procurement behavior.However,along with the continually expanding of our country's government procurement scale,China's current supervision mechanism of government procurement has been unable to meet the development needs of the government procurement supervision,it leads to some illegal,corruption and other problems in government procurement,which will seriously affect the sustainable development of China's government procurement.So controlling the government procurement corruption from the source,realizing"sunshine transaction"of government procurement,strengthening the study on the supervision mechanism of government procurement,it has important theoretical and practical significance.This thesis aims at the problem of the government procurement supervision mechanism in china to conduct a specially thorough and systematic research based on the theory of public governance,holds the internal and external supervision mechanism,uses the concept of "pluralistic governance","network management" of theory of public governance,explores its guiding significance to the supervision mechanism of government procurement,and analyzes the problems of government procurement supervision mechanism,finds that the main problems include legal supervision system disorder,the lack of supervision cooperation of internal and external supervision subject,fause external supervision power,the absence of the key link supervision,information disclosure lack of effectiveness,etc.On the basis of taking successful experience from America,Singapore,Hong Kong and Taiwan,and three principles to improve the supervision mechanism of government procurement based on the theory of public governance,the author proposes the concrete ways to optimize the supervision mechanism of government procurement,including:perfecting supervision legal system of government procurement,establishing a coordination of internal and external network supervision mechanism with government leading,strengthening the supervision mechanism of government procurement key link,and improving the supporting measures of government procurement social supervision mechanism that taking the public as its main body.Provides a solid guarantee for the realization of sustained and healthy development of government procurement.
