The Research On The Supporting Guarantee Measures Of Property Declaration Of Leaders

In recent years,anti-corruption has been the focus of public attention.Especially since the 18th CPC National Congress,the Party Central Committee is fighting against corruption by zero tolerance and indicates firm determination.At present,faced with complicated and strict anti-corruption situation,it should not only strengthen strength in case investigation,but also improve anti-corruption system to enhance the scientific level in anti-corruption.It has obtained universal acknowledgement and implementation that the public officer above certain level should declare their property as an important measure to fight against corruption.Since the 1980s in the last century,China has gradually explored property declaration of leaders,and it has made progress in theory study,system establishment and operating practice.But it still has not achieved expected progress because of certain defect and shortcoming from the aspect of system establishment and pilot work.At present,the effectiveness of enhancing property declaration of leaders is the obligations for the contracting party of UN Convention against Corruption.It is the realistic necessary to profoundly promote anti-corruption work,and it is also an important measure to respond to social attention and enhance government credibility.This paper thinks that the effect of property declaration not only depends on system design,but also it is closely related to whether relevant supporting measures are perfect or not,we should make profound and delicate study on it.This paper summarizes the relevant theories,and respectively defines concepts such as leaders,property,property declaration as well as supporting guarantee measures of property declaration etc.It introduces that supporting measure content of property declaration of leaders includes administrative ethics construction,financial assets supervision mechanism,unified registration of immovable property system,individual credit system etc.At the same time,it reviews the developing process of property declaration of leader and it’s supporting guarantee measures.And then,focusing on the main content of supporting guarantee measures,it analyzes the shortages and reasons.On important supporting measure such as administrative moral education,financial assets supervision mechanism and individual credit system,it respectively summarizes the advanced methods of relevant countries or regions such as USA,Korea and Japan etc.Meanwhile,it provides powerful reference for the further practice of China.Finally,according to the reality of China,it proposes suggestion or advice to improve relevant supporting guarantee measures of leader property declaration.We must strengthen administrative ethics construction,enhance moral quality of leader;perfect financial assets supervision mechanism,block up the leakage in supervision;promote unified system on real estate registration,clarify the property right;accelerate establishment of individual credit system,create social atmosphere of advocating credibility;strengthen integrated management of information,make up inquiry platform with high efficiency.
