On The Study Of Improving China’s Official Property Declaration System

Official property declaration system, the "anti-corruption weapon", plays a significant role in the process of construction of a clean and honest administration in many countries around the world. Study on this system in China began in the1980s, due to the transition from planned economy to market economy, the role of government changed in the process of resource allocation. Therefore, critical issues which do serious harm to economic and social development aroused, such as the problem of abuse of power for personal gains, corruption and so forth. Thus, the research and practice of property declaration system has become an essential issue in the prevention of corruption. In1995, the first related regulations was formulated, then the new regulations in2010, and the experimental practice of local property declaration system in Altai, Xinjiang Province and Lichuan, Jiangxi Province, our official property declaration system experienced cross-century tests. However, by the early2013, despite the number of national pilot experimental cities increased, this corruption prevention system has not become be worthy of the name "sunshine act" in China.In recent years, corruption control is still a hot topic on "NPC and CPPCC" every year, people’s demand to reform the contemporary official property declaration system with Chinese characteristics is growing and should be responded. In this new historical stage, we should seize the opportunity and make the system China’s important anti-corruption mechanism. Therefore, it has become an inevitable choice for contemporary China’s socialist construction to accelerate the formulation and implementation of the official property declaration system.The perfection of theories can bring strong support for the practical application, the official property declaration system will help to solve the problem of corruption from the "remedial" to "nip in the bud" link, suppress corruption from the source. Based on the research background above, this paper is divided into five parts:Part1is the introduction, which introduces the research background and significance, briefly reviews the related research at home and abroad and all involved in the field, and puts forward the research methods and ideas, points out the innovation and deficiency; Part2is the definition of related concepts and theoretical bases analysis, defines the specific theory in this paper, and elaborates on the basic supporting theories in this study; Part3is the analysis of the development process of the official property declaration system in China and the existing problems, introduces of the policy transformation of the system in China, research thinking and the "house sister" and other contemporary heated issues, combined with the local pilot operation situation and the existing system, analyzes existing problems in the system comprehensively; Part4is referential experiences of typical construction of national official property declaration system, and successful experience of the United States, South Korea and Singapore and other typical countries in terms of property declaration system construction as our model to perfect the construction of this system; Part5will put forward some suggestions to perfect the construction of this system in our country in accordance with the actual situations in China. This paper puts forward the countermeasure advice from6aspects:to deepen the concept of further implement of official property declaration system; to strengthen the construction of supporting facilities and mechanism; to perfect the supervision and restriction mechanism; to standardize related declaration elements; to publicize declaration results; to upgrade the legislative level.
