Civil servant is an important part of human resources,As the grassroots public institution,party and government unit of county and township level are playing important role in the field of economic and social development,the performance management level will influence the organizational effectiveness and local development directly.Up to now,even there have been great many research literature aim at the achievement management for civil servants,but a research based on some specific basic unit are still valuable and significative.This article around the theme of achievement management for basic unit civil servants,As an object of study in county-D,which be part of an eastern coastal provinces in China,adopt method of theory and examples,quantitative and qualitative,classification and summary,trying to figure out the plight and the reason,then,trying to design an effective improve project,and produce demonstration effect.This article are mainly adopts interview,data analysis,literature research,field investigation and comprehensive analysis of research methods.This article includes five chapters.The first chapter introduces the background and significance of the topic,discusses the present situation of the research at home and abroad,the basic ideas and methods of this research,and points out the innovation and deficiency of this paper.The second chapter discusses some basic concepts related to this topic,reviews the development and evolution of achievement management for basic unit civil servants since the establishment of PRC,and lays the foundation for the analysis of the development of the research theme.In the third chapter,As an object of study in County-D,which be part of an eastern coastal provinces in China,introduces the general situation of achievement management for basic unit civil servants of County-D,and analyzes several typical achievement management cases.The fourth chapter analyzes the concrete problems of the achievement management for basic unit civil servants in China.It discusses the System design,the appraisal object,the management process of achievement management for basic unit civil servants in China,and then points out four specific issues.And then gives a brief analysis of the various reasons.The fifth chapter puts forward the concrete measures of solving the problems in the achievement management for basic unit civil servants.
