In the process of development of performance management in the public sector,which was first originated in 1990,when,through the development of recent years,evolving theories of various studies,the corresponding theory of public sector performance management has been further achievement,however,in the course of its development in the relatively slow speed,so this process is not consistent with China's development.Since the main public sector performance management is the appropriate government oversight and management,therefore,in the process of construction and government reform,public sector performance management work is very important.However,for the corresponding theory of performance management in just enlightenment it is a private company formed.In the early twentieth century,when the theory of knowledge of performance management will be widely used in various enterprises in the country's human control.Establish and improve the relevant system in the 1970s when a decade.In the course of its application,we have experienced more success and,therefore,the relevant government departments to learn from them accordingly.In the 1980s,when Western countries,its economic development is relatively slow,even stagnant phenomenon,its own financial problems and the people in the continuing decline in the level of satisfaction of the Government,therefore,This requires the government to re-shape its image,which prompted the reform movement of the week.For this reform activities,the Government has full use of the theoretical knowledge of performance management,its related management in the public sector.Accordingly,each department had only administrative efficiency and management procedures appropriate attention,thereby promoting the quality of service which can further be a corresponding increase,the cost is reduced accordingly,and further enhance its service quality.In this process the relevant governments and public sector operation,which mainly manages only,is relatively weak for the service quality thinking.By respective research and conference decided,in the course of administrative reform in the future to establish appropriate administrative system and reform in accordance with the socialism with Chinese characteristics,as well as for scientific and efficient government building accordingly,to ensure that government to further enhance its service quality.Mostly,for the government,which is the only major enhancement of awareness of services to further enhance the people's satisfaction with the government.This paper firstly puts forward background research status at home and abroad of this topic and the research significance;the second part analyzes the public sector performance management related theoretical knowledge;the third part of the article analyzes the existing utility function,operation difficulty,management of public sector performance management status and performance management problems;the fourth part of this article from the concept of management,communication and motivation,performance management,evaluation management environment four aspects to strengthen the public sector performance management strategy;in order to vividly illustrate the theory of this paper,the fifth part of the article to A Street office as an example to analyze the problems of performance management,and puts forward the Countermeasures of performance management of street office.Hope that this paper has a certain reference value.
