Performance management as the world an important weapon for enterprise development has been widely attention. Performance management main function is to improve the effectiveness of planning management; Improve the management level of managers at all levels; Exposure to the enterprise management; Strengthen enterprise focusing ability, executive ability, improve enterprise fast-reacting ability. Along with the performance management framework system consummation and technology improvements, performance management, shall be subject to further to the business unit management of human resources. Our government in order to further the reform of political system and implement a scientific outlook on development and building a harmonious society is an important measure of the correct understanding of achievement view, shall be subject to began to focus on business unit performance management method, also known as the Chinese scholars research hot spot.The practice qualification registration center of ministry of housing and urban-rural development of the people's republic of china (hereinafter referred to as PQRC) performance management has a lot of problems, not a very good play improve the efficiency of the staff, a largely PQRC in the future development. How can be a very good solve PQRC in performance management of the problems is the unit problems to be solved.In this paper, the basic principle of the performance management summary introduces the performance management significance, performance management in human resources management is in the key position, performance management methods and tools, performance management typical model; Then PQRC institution performance management for the analysis of existing problems, on our performance management in universal problems existing in a detailed analysis, PQRC introduction about the actual situation of business unit, after PQRC institution performance management of existing problem of detailed and in-depth analysis; Then PQRC institutions established performance management system, mainly from the performance management plan, performance management, the selection of evaluation methods, performance management evaluation period of the three aspects of research determined; Finally PQRC institution of the performance management system for improving and perfecting its compatibility is mainly from the establishment of classified assessment system, and perfecting the strict performance management appraisal system, build a told the official assessment team studied the three aspects.
