Research On Comprehensive Governance Of Gambling Problem In Hainan Province

In Hainan Province of China,gambling including illegal lottery,illegal casino,online football gambling remains incessant and even overflows despite repeated prohibition.It has bad influence on both family stability and society harmony,and even hinders the development of international tourism island.In a word,gambling has become a stumbling block to the management of public security,the improvement of legal system,the maintenance of harmony society and the construction of happy homeland in Hainan.In order to solve the problem thoroughly,we not only have to rethink and improve the previous measures of gambling prohibition,but also have to establish a systematic,complete and scientific system.More importantly,we have to adopt comprehensive methods and means.Based on an in-depth analysis of gambling in Hainan province,this thesis makes an attempt to explain the incentives of gambling from the perspectives of culture,psychology,ethics and technology,and reveal the impact of gambling upon individuals,family,interpersonal relationship,as well as society,economy,culture and law.Through reviewing the process of gambling prohibition,this thesis explore the subjective and objective predicament as well as the problems to be solved urgently on the governance of gambling,and put forward the suggestion of establishing a comprehensive system of gambling governance which requires "the leadership of party committee,the responsibility of government,the collaboration of all sectors,the participation of the public,and the protection of the law".In this system,firstly,we have to change our concept from overall forbiddance to comprehensive governance,and introduce a new idea of promoting legal gaming industry;secondly,relevant departments have to work together as a seamless whole;thirdly,systematic legal regulations should be developed;fourthly,six links in gambling governance should be carried out canonically;fifthly,the prevention and punishment mechanism of illegality and crime ought to be reinforced;sixthly,we need to innovate compulsory isolation mechanism for gambling rehabilitation;seventhly,social participation in community rectification and correction of pathological gambling must be enhanced;last but not the least,we should strengthen the supervision over the officials and celebrities in order to prevent corruption.At the same time,this thesis set forth a new path in developing legal gaming industry,which requires adhering to national monopoly,encouraging competition,speeding up legislation of gaming,promoting industry chain effect,improving the efficiency of public welfare funds,launching gaming tax policy,and enforcing the supervision towards gaming industry.
