The Research On "Province Direct-administrated Country" Reform System In Hainan Province

“Province direct-administrated Country”reform system is an important focal pointin the administrative reform of local government in recent years；the purpose of thesystem is to reduce the administrative levels, to build up reasonable levels, to simplifythe scale and to make the administrative system more efficiently.The system is animportant measure to transform government functions of promoting a service-orientedgovernment standardized and scientific construction, with the important practicalsignificance and far-reaching strategic benefits of improving administrative efficiency,reducing administrative costs, etc.Since the beginning Hainan province, it has abolished the radiation management ofCity-level to County--level, Hainan province has built up a new administrative systemof direct management of cities to counties. Over twenty years of practicing, Hainanprovince has proved that the “Province direct-administrated Country” administrativesystem has made great contribution on reducing the administrative levels, acceleratingthe transformation of government functions, reducing administrative costs, improvingadministrative efficiency, and promoting economic and social development.The beginning of this thesis in the part of introduction, which mainly introducesthe background and significance of the topic, and scholars’ study situation, by way ofstudying methods, the author mainly introduces this thesis’s mentality and the mainstudying methods, at the end of the chapter the author will illustrate some of theinnovations.The second part analyzes the theory of the “Province Direct County” reformand western countries’ administrative management tendencies, including the problemsexisting in the process of domestic “Province Direct County” reform, also “ProvinceDirect County” concepts, theoretical background and western developed countriesadministrative management levels’ tendencies.The next chapter is the core part of thethesis; it firstly introduces Hainan’s history of “Province Direct County” system reformbackground; then follows the “Province Direct County” system’s three stages of settingup, exploring and advancing, the author has detailed the process and contents; lastly, tomake a conclusion on the progress which “Province Direct County” system hasachieved in Hainan province.The fourth part analyzes the drawbacks of the system on the “Province Direct County” system, which mainly to promote four parts of“strengthen the power of countries”, unhealthy system of power supervision, districtdivision, power division and management of public servants to make a conclusion onthe reform system revaluation in Hainan province.The fifth part takes Zhejiang andShandong provinces as two examples to discuss, in order to find useful experience inthe process of Hainan’s “Province Direct Country” system reform.In the last part, theauthor has promote steadily “strengthen the country power”, consummate the systempower of supervision, accommodate the relationship among departments, dispel theproblem of power division, further the management of personalities to providereasonable choices to resolve Hainan’s “Province District Country” system reformproblems.Wish the study and exploration of this thesis, can provide some practicalsignificance of the reform ideas to promote the“Province direct-administratedCountry”administrative system.
