The Resear Of Safety Governance Between China And DPRK Under Non-traditional Security

Traditional security and non-traditional security interweave together,they threat the national security.To compared with traditional security,non traditional security is more extensive,the actual form of expression is also more complicated.According to the logical relationship between concepts,all security issues which the traditional security issues are not involved or include can be incorporated into the concept of non traditional security.The UNDP expands the conception of security from several dimension.Another word,security should expand to'universality attention',conflict prevention and more aspects from territorial defense,interests of states and nuclear deterrence.More importance,security should also be regarded as a kind of global exertion which is eradication poverty and underdeveloped.So it expands the threat types and non-threat subjects,included food,health,environment,population growth,migration,drug trafficking and terrorism.Currently,the domestic academia has not had a consistent realization on inner and outward of the conception.According to the normally understanding,non-traditional security mainly involves the security aspect of the personal property,life safety and health,etc.Under the influence of economic globalization,non-traditional security also covers some security issues which include as terrorism,transnational crime,ethnic conflicts and separatist activities,religious opposition and conflict.Although the non-traditional security threats has not risen to the military or war level,its influence all over the world,not only a city,a country and a region.This article focuses on the border area and its influence on border security,non-traditional security dilemma based on non-traditional security governance mode,put forward effective governance path the china-north Korea border security.At present,the factors affecting the safety of border non-traditional including border illegally,drugs,smuggling,population loss,religious penetration,etc.For its influence,and puts forward the way to solve.The first,and strive to maintain the political stability in the border areas,for regional peace and tranquility along the border to create a good policy environment.Second,give full play to regional advantages,vigorously promote the china-north Korea border region economic strength.Third,establish and improve the border defense mechanism.Fourth,to strengthen the construction of relevant laws and regulations,in accordance with the disposal of non-traditional security issues.Fifth,from the cultural strategy level,strengthening border security maintenance.
