As one of the greatest inventions of the 20 th century,Internet technology has greatly changed the way of human production and life.Cyberspace has also been expanded to penetrate various fields such as politics,economy,culture and security,becoming the "fifth domain” that arouses all countries’ attention.Along with this trend comes the existence of technical and security vulnerabilities of the network space,which leads to many cyber attacks.The combination of traditional security risks associated with the formation of cybercrime,network terrorism and other non-traditional security issues also have showed a more complex trend,which become hard global governance problems to cope with.Because of its unique geographical and cultural environment,the development process of the telecom industry and the background of European integration,the EU has formed a complex situation in which cyber security governance is fragmented and integrated and traditional threats and new risks are intertwined.By reviewing the history of the origin,rapid development and wide spreading of the Internet in Europe,as well as depicting the situation of the telecommunications industry and its history,it is possible to summarize the ever-renewed governance problems faced by the EU.The short-term goal of EU network security governance is to curb the harm caused by cyber attacks to the infrastructure,reduce the losses caused by cybercrime,prevent the occurrence of cybercrime events,while the long-term goal is to enhance the network defense capability and build an integrated network within the EU Defense system to promote the recognition on the concept of global network security governance and mechanisms by Europe and the United States.Under the guidance of this goal,the EU has established a legal framework and organizational system of governance mechanism for the network security,which mobilize the various stakeholders to be involved in the governance process from three levels of "EU-Member States-the Public".The governance practice of the EU network security can be divided into three stages:network data security management stage at the end of the 20 th century;comprehensive management of network non-traditional security stage after “9.11” and top design and comprehensive governance stage after "Prism Scandal" in 2013.With the advancement of the process of the EU network security governance,the coordination of EU institutions and countries is more powerful and governance measures are increasingly rich with remarkable results,reflecting the distinctive characteristics of the community.In addition to the internal practice of cyber security,the EU also attaches importance to the cooperation with other actors around the world.Under the coordination of the European External Action Service(EEAS)and foreign affairs departments,the EU actively participates in the cooperation of multilateral organizations such as the United Nations,ITU and domain name resolution organizations to engage in and organize a global network security conference for the sake of promoting the formation of the International Network Security Convention.By virtue of similar governance ideas and common interests,The EU and the United States maintain close bilateral cooperation with each other and actively keep the international cyberspace order under their influence.However,with the deterioration of the situation both inside and outside the EU,the EU also attached to the interaction with the majority of less developed countries and emerging countries increasingly.Besides,the EU also conducts cooperation with the Asian,Africa and the BRIC countries on the issues of the governance of the "digital divide",the joint fight against the Mediterranean network of terrorism,governance on network smuggling fraud and common tackling on network hegemony.The goal is to protect the network security situation within the domain and enhance the discourse on international network governance.After more than two-decade governance,the EU’s capabilities on network security and defense have been greatly improved.Remarkable achievements have been made in the field of the containment of cybercrime and cyber terrorism.EU’s network value has also achieved a certain international recognition.Be that as it may,many problems still remain in terms of the EU’s governance system and measures.With the continuous development of the network technology,the new and more difficult problems would pose new challenges to the EU’s network security management.Through my study on the EU’s network security governance,a conclusion and some measures can be drawn to provide some valuable references and guidance for China’s network governance and its relevant cooperation with the EU.
