Research Of Effective Governance On Rural Community In The Context Of New Urbanization

For a long time,due to policy and historical reasons,caused the duality gap between rural and urban areas.New urbanization is put forward to break the urban and rural segmentation,and provides the opportunity to achieve regional harmonious development.As a service platform,new community can integrate the rural resources effectively,improve the rural public service level,and in recent years,gaining more and more praise.Following the central government's program of rural communities,we have started a pilot country,but most still remain on the surface of the construction,management and service system construction is lagging behind,affecting the operation of the quality of rural communities.Rural communities are not "push farmers to upstairs",strengthen the system construction in rural communities or top-level design to achieve smooth governance community is more than mere material inputs more urgent things.Same with the country need to adapt to the social transformation by the transformation of governance,the rural areas also need to adapt to the trend of new urbanization and create a favorable environment by the reconstruction of governance.Based on the political environment of new urbanization and realistic environment,this article uses the theory of urbanization and governance,and start from the case,attempting to explore an effective governance model for rural community development.Under the guidance of this idea,this article selects D rural community which located in the southwest of Shandong province as the survey sample,and start from the reality of the social and economic environment,take a view of its existing community governance structure and the operational mode,analyzing the problems and deep seated reasons,summed up the final transition strategy for effective governance in the context of the community.The thesis consists of six parts.The first part is "Introduction." This article introduces the background,significance,literature review,the core concepts and theories,study design,innovation and other issues,while herein chosen case study are introduced,the reliability and validity of data and samples tested.The second part is "D town rural community governance background analysis." The section analyzes the cases of community governance facing the environment from two levels of inside and outside.that is outside the industrial structure adjustment and farmers career transition,as well as to enhance the level of social development and exacerbate internal social structure differentiation,which constitutes a rural community governance facing reality.The third part is "D Town Rural Community Governance Practices Analyzer."Namely the governance structure and functioning of case From the governance body,two aspects of governance mechanisms elaborated its governance body includes a grass-roots government,village committee,villagers and property companies,governance mechanisms include both rural politics such administrative governance mechanism,but also to the villagers and the market as the main participatory governance mechanism,both mechanisms intersect to form a government,led,market supplement villagers and governance structure.Under this governance structure,rural communities will have to draw excessive administrative resources and neglected villagers' autonomy,reducing the efficiency of community gvernance.The fourth part is "Impact D town rural communities effective governance constraints."
