Research On Participatory Governance Model Of “Rural-ro-eesidence”Communities Under The Background Of New Urbanization

The Government Work Report of 2019 mentions that we should build a new pattern of urban and rural governance,firmly promote new urbanization,reform and improve urban and rural community governance.As a product of urbanization,the “Rural-Ro-Residence” Communities are important part of building a new pattern of urban and rural governance.Therefore,we should pay attention to the governance of “Rural-RoResidence” Communities.In this paper,through field research,we will go deep into the community of YH town,collect and summarize the materials by questionnaire,interview and participatory observation,and get the characteristics of the community and the challenges and practices in the process of governance.The study finds that the community of YH town is located in the fringe of the city,which has the characteristics of "city as well as town".There are a large number of floating population gathering in the community,and the structure of residents is complex and heterogeneous.At the same time,the governance of the community of YH town also presents the characteristics of complexity.It is found that in the process of community governance,YH Town is facing double challenges brought by the large concentration of floating population and the difficulty of changing the role concept of community residents.Accordingly,YH Town adopted the government-led,community party building-led way of community governance,in this process,community social organizations also play a certain complementary role.At the level of community residents,there are some problems,such as low participation of community residents,insufficient understanding of neighborhood committees,and shallow level of community participation.Through the analysis of the present situation of community governance in YH Town,it is found that the main problems in community governance are the administration of neighborhood committees,the weak sense of belonging and participation of community residents,the imbalance of residents' participation fields and the imperfection of community autonomy system.On this basis,the author puts forward the countermeasures to strengthen the government's service function,break through the information barriers between the participants,carry out civilized education for the residents of the relocated communities,create a participatory atmosphere and explore a new management mode of floating population.
