With the deepening development of reform and opening up and steady progressof new rural construction, our society showing good prospects, rural areas hasundergone enormous changes. On the road of new rural development, we inevitablyencountered many problems. In the current critical period of reform and development,sum up experience, identify problems, promote rural development for the future ofChina’s socialist modernization of great significance.This paper uses the hierarchy of needs theory, the theoretical resources of publicgoods theory, public choice theory, new public management theory, the use ofliterature, comparative analysis, comprehensive analysis and other research methods,construction and management of rural communities studied. The current theory andpractice of new rural community management as a starting point, learn from thesuccessful experience of foreign typical community management model for China’scurrent rural social analyzed comprehensive system, and proposed countermeasures.The thesis is divided into six chapters: the first chapter is the introduction, describesthe background, pointing out the theoretical and practical significance to study theconstruction of new rural communities, and outlines research scholars at home andabroad, innovation papers and shortcomings; Section Second chapter is an overviewof related concepts, introduces the concept of community, rural communities, learnto know the theory of the construction and management of resources in ruralcommunities; Chapter III introduces the traditional Chinese society, the early days,people’s commune period of reform and opening after four stages in the history ofsocial change in rural management model, pointing out the characteristics of eachstage; Chapter IV is home to successful management experience and enlightenmentto our rural communities, including South Korea, Japan, China Taiwan, West Village,Zhucheng city and Huangdao District of Qingdao; Chapter V is a major problem inrural social management process stage presence; Chapter VI general idea is to optimize the new rural social management model, giving countermeasures support.The main conclusions of this paper include:Firstly, at this stage,"rural politics" management model has many drawbacks,including contradictory national grassroots political power and mass organizations,lack of system imbalance in the supply of public goods, resource integration fatigue,cultural identity crisis, the NGO scarcity.Secondly, successful experience domestic and foreign communities showed that:to the actual implementation of government financial support, managementcommunity autonomy.Lastly, the general idea of the rural community management optimization modelis: subject behavior in rural communities, the changing community functions ofgovernment to improve the level of participation of community residents, andenhance the role of non-governmental organizations; in terms of institutionalarrangements, the integration of various resources, improve public service system inrural communities, using various methods to promote the rule of law in themanagement of rural communities; in terms of economic support, increase financialinput and improve multi-input mechanism, the implementation of projectoutsourcing, the introduction of market competition mechanism; in terms of culture,mining local culture prosperous rural community culture, building appeals system,the development of cultural industries in rural areas, strengthen public opinionguidance, dissemination of knowledge management in rural communities.
