Reasearch On The Construction Of Government Decision-Making Consultation Institutions Outside The System In China

As Chinese economy and society develops,social affairs become increasingly complex and field of executive decision-making grows.In the face of complex decision-making affairs,the government is difficult to grasp the full information in order to be fully rational,so government decision-making departments speed up the "brain"seeking intellectual support and make a separation between thingking about and making decisions are urgent needs of social development.Compared with government decision-making consulting institutions within the government decision-making advisory body,because of its civil,non-dependence,independence,decision-making consulting institutions outside the system are better able to keep an objective stance policy research.Our institutions outside the government decision-making advisory body began in earnest in the late 1980s and early 1990s,playing an important role in the transformation of the Chinese government decision-making system,the transformation of government functions,reflecting public opinion demands.However,due to the institutional,financial,human resources,social and cultural factors,the development of our institutions outside the government decision-making advisory body are not perfect.Learn from the experience of developed countries,combined with the reality of our country,and to create a favorable external environment for the development of the advisory body of the system outside the government decision-making is a priority.In this paper,based on the explaining of the meaning,classification,characteristics and development process of our institutions outside the government decision-making advisory body,analyze the current situation of the existence and development of our institutions outside the government decision-making advisory body,study the government decision-making consulting institutions outside the system of the developed countries and get useful inspirations for the development of our institutions outside the government decision-making advisory body.Explore the factors that hinder the development of our institutions outside the government decision-making advisory body.In the last,five aspects of advice is put forward to promote construction and development of our institutions outside government decision-making advisory body.
