With the continuous development of economy,the external environment which the government faces is increasingly complex.Decision-making consultation institutes of the government from the system inside play an extremely important role in government policy-making.At present,research on settings,subordinate relationships,organizational structure,staff management and other aspects of decision-making consultation institutes of the government from the system inside is rare.This is not beneficial to the development of the decision-making consultation institutes.What's worse,it cannot effectively meet the demand of government counseling.This paper tries to find the ways how government decision-making institutes can improve the management of internal people,based on parsing consulting management of internal staffs by Policy Research Office(Development Research Center)in some provincial and municipal governments.This paper is divided into five parts:The introduction briefly summarizes the background and significance,the literature review and research methods of the thesis.The first part summarizes the settings,the subordinate relationships,the scale of the agency,the quality of staffs,the employment and other aspects of institutes.The second part analyzes the present organization structure of the government's decision-making consultation institutes from the system inside and points out the main problems that exist in most decision-making consultation institutes,such as promotional or secretarial institutions because of its unidentified position,and in education,profession and training of the staffs.The third part analyses the appraisal,reward and punishment system,job responsibility system and the mechanisms for promotion of policy advisory agency.The fourth part analyses the main problems exist in advisory agency from three aspects:institutional mechanisms,personnel and objective environment.The fifth part proposes the counter measures and suggestions for staff management of the government's decision-making consultation institutes from the system inside based on the previous analysis,such as straightening out the relationship,clarifying orientation,improving the organizational structure,perfecting the personnel management system,optimizing the relevant laws,etc...
