Research On Strategy Of Government's Response To Network Events From The Perspective Of "Tsingdao Pricy Prawn" Event

With the rapid development of network and increasing number of netizens,network has become a new platform for communication in China.As a result of the complexity and rapid spread and deficient regulatory system of network information,network event emerges one after another.Especially the recent network events such as“Tsingdao Pricy Prawn” and “Harbin Pricy Fish” present a new challenge for government's social governance capability.To guide and control network public opinion efficiently is a “compulsory course”.It requires all levels of government departments to understand the development rules of network events and public opinion,draw lessons from influential events,reduce the negative effects and achieve the modernization of governance capability.With “Tsingdao Pricy Prawn” event as the starting point,this paper analyzes the reason,stage and strategy for the government to deal with network events.The first part is an introduction,describing the background and significance of the topic and introduces some information of the case.It also reviews relevant literatures at home and abroad and illustrates the research methods and difficulties and innovation.The second part is the core concept and theoretical basis,explaining the concept of network events,the need for the government to guide and control network public opinion and relevant theory.The third part is the review of “Tsingdao Pricy Prawn” event and crisis analysis of network public opinion,introducing the reasons,stages and measures of the event.The event is divided into six stages,namely gestation period,hotspot period,report period,exposure period,spoof period and label period.It also points out some problems of the government in dealing with the event.The fourth part is the Government's strategy to deal with network events.Take the “Tsingdao Pricy Prawn” event for example,this paper puts forward the principles such as timely,frank,real and responsible,and systems should be established.The paper also gives suggestions in six aspects according to the six staging characteristics of the “Tsingdao Pricy Prawn” event.
