A Study On The Problem Of Mutual Pension In Rural Areas From The Perspective Of Public Policy Assessment

According to the 2010 census,the population of aged 65 and above accounts for 16.6% of the total population in China,the aging of the population is grim.Due to the impact of family planning and other related policies,Chinese families show a trend of small size and flat structure,so the traditional family pension has been difficult to solve the current pension problem,however it's difficult for social pension to bear the burden of the main supply of pension,now the old-age problem is highlighted and this problem is particularly significant in rural areas.Therefore under the influence of the relocation of rural soil,a new type of pension model came into being.In 2008,Feixiang County in Hebei province first try to this new form of rural mutual support pension,since then this rural mutual happiness institute everywhere in China.In order to improve the old-age service system,Provinces all have issued policy documents on strengthening rural mutual pension construction.On the basis of summarizing the relevant literatures,this paper summarizes the advantages and characteristics of rural mutual support pension through the comparative perspective,and makes a brief combing of the background and course of rural mutual pension,and elaborates on several typical rural mutual happiness institutions.Based on the macroscopic perspective of public policy evaluation,this paper chooses the rural mutual happiness institute of Zoucheng City as the survey sample,and uses the factor analysis method to evaluate the current public policy of mutual support pension.In this paper,through the theory of combing,the evaluation of the index system is divided into three levels,of which the facts and values for the primary indicators,respectively,under the three secondary indicators,and a total of 20 three indicators,and through pre-research and measure the index system,ultimately this paper retained 18 items.Through the factor analysis,we obtain four common factors,we found that rural mutual happiness institute in the fairness and effectiveness of the lack of doing by naming and ranking the four factors.This paper also explore the weak reasons for weakness through the regression analysis,you can find that the survey object gender,physical health and other factors is low factor score.Finally,the article combined with the results of empirical analysis,put forward suggestions on the development of rural mutual support pension,such as and increase publicity efforts,build a fair and reasonable environment,improve policy effectiveness and so on.
