Study On China's Urban Residents Mutual Pension

According to statistics,there has been nearly 230 million people over the age of 60 in China,at the end of 2016,accounting for one sixth of the total population.some experts forecast that more than 60 elderly population will exceed 250 million by 2020,an ageing population growth curve will be the highest in 2025,a third of the population is aged at that time.In general,an aging population is a necessary product of social and economic development,it develops with old after rich,but the situation in China is more special,influenced by the strict control of family planning policy and the rapid development of social economy,the conception of family fertility in China has changed,resulted in a decline in China's population growth and rise in aging population,however,our country economic is limited to development,per capita income is still lower than other countries in the world,our country is a typical aging society that "old before rich".In order to solve the great challenges from the aging process,explore an effective path to solve the growing pension problem,mutual model was discussed now.The article is divided into five chapters.The first chapter is introduction,introduced the background and significance of the topic,and the domestic and foreign about mutual pension were reviewed.The second chapter analysed the concept of mutual assistance,mutual pension,and discusses the theory foundation of mutual pension.The third chapter,according to the practice of our country,which founded that the policy system is not completed in the process of developing mutual pension;lack of the participation from society,lack of the funding support;and the development of volunteer services is facing challenge.The fourth chapter introduced the country includes the United States,Japan and Germany how to practice mutual pension,and summarizes the experience that our country can learn.The fifth chapter,found the way to solve the ageing problem,this paper put forward the following countermeasures:carrying out mutual pension must adhere to the "voluntary exchange","sustainable development",under the principle of "resource integration",stressed the government's main body responsibility,promote the development of mutual endowment;To play the role of mainstream media and promote mutual understanding in society;To expand the source channel of funds and make up the retirement fund;To improve the system of volunteer services,and realize the specialization and standardization of services.
