China's reform and open policy has allowed the country to keep sustained and rapid growth.However the growth is characterized by the extensive mode which simply depends on high input,heavy energy consumption and serious pollution(Lin and Li,2014),remarkable progresses in economic and social development come hand in hand with environmental degradation.A huge amount of pollution emissions is associated with the consumption of resources.In recent years,the frequent fog haze and extreme weather in large area effectively mean the accumulating outbreak of the environmental problems.The public has already reached a consensus in the aspect of sustainable development duo to resource consumption and environment pollution problems.17th and 18th National People's Congress reports mentioned the concept of "ecological civilization".Combined with deepening administrative restructuring and making transparent government reported by 16th NPC,in order to provide effective measures for promoting coordinated development of economy and resource environment,this paper research the relationship between government transparency and eco-efficiency.We applied a conditional SBM model to measure eco-efficiency performance,considering government transparency as exogenous variable.Then nonparametric significance test and local linear regression are employed to investigate the role of government transparency in eco-efficiency performance.The results show that China' s eco-efficiency was at the low level.For most cities,the EEP scores were below 0.5,indicated that local governments have preferences for GDP growth while neglecting environmental degradation and low efficiency resource utilization.However,most of the M&S cities perform better than the prefecture-level cities.The results of nonparametric significance test and local linear regression indicated a 'U' relationship between government transparency and eco-efficiency performance,when the transparency is high(more than 0.65),more transparent the government information is,the more conducive to eco-efficiency.
